About this file
This is a Justification Review Document for Other than Full and Open Competition (Sole Source Acquisition) issued by the U.S. Army Corps of Engineers (USACE), Alaska District.
The USACE Alaska District seeks to lease 19 diesel dewatering pumps and associated equipment on a sole source basis from Xylem Dewatering Solutions, Inc. (DBA Godwin Pumps of America, CAGE Code 6RN45) to address flood risk management for the Mendenhall River Glacial Lake Outburst Flooding (GLOF) event in Juneau, Alaska. The requirement includes 16 six-inch diameter Dri-Prime CD150S Diesel Pumps with Yanmar 4TNV98C FT4 engines and trailers, plus 3 eight-inch Dri-Prime CD225M Diesel Pumps with John Deere 4045T engines, capable of flows between 450-1,600 gallons per minute with 120 feet total dynamic head and 3-inch solids handling. The lease period is 90-120 days, with equipment delivery required by July 15, 2026, for use during August through October 2026. The estimated contract value is $1,500,000 to $1,750,000 as a firm-fixed-price purchase order. The justification cites 41 U.S.C. 1901 as implemented in FAR Part 12.201-1 (Simplified Procedures) for restricting competition. The sole source is justified because USACE Rock Island District is providing 22 identical Godwin pumps from existing inventory, and standardization on this brand and vendor ensures operational consistency, integrated maintenance capabilities, and operator training efficiency. The document was prepared May 28, 2026, and approved by George G. Nasif, Chief of Special Projects Branch Contracting, with supporting reviews from technical, legal, and small business personnel.

Justification Review Document For Other than Full and Open Competition – FAR Part 6
Acquisition Of Commercial Product and Services
1. Contracting Activity: U.S. Army Corps of Engineers (USACE), Alaska District
2. Description of Action: This is a limited sources justification for other than full and open competition to lease brand name dewatering pumps, associated pump equipment and remote electronic, proprietary maintenance from, Xylem Dewatering Solutions, Inc., doing business as (DBA) Godwin Pumps of America. to address flood risk management for the Juneau, Alaska Mendenhall River Glacial Lake Outburst Flooding (GLOF) event(s) between August and October 2026. This action will result in a commercial firm-fixed price (FFP) purchase order. The lease of these brand name flood mitigation pumps is anticipated to be 90-120 days. Funding for this sole source commercial acquisition has been provided by USACE Headquarters, utilizing Category 210 Flood Control and Coastal Emergency funding. The purchase order for the lease and maintenance of dewatering pumps, additional required equipment, and transportation of the equipment is estimated to be between $1,500,000.00 Million (M) and $1.7M. The proposed contract will not include an option provision.
3. Description of Supplies/Services: The USACE Alaska District has emergent need to lease sixteen (16) 6-inch diameter Dri-Prime CD150S Diesel Pumps with 6” 150# Flange Suction and Discharge, Yanmar 4TNV98C FT4 Diesel Engine with Field Smart Technology, Road Going Trailer, ElecBrakes-3” Pintle and standard DOT lights. In addition to three (3) Fri-Prime CD225M Diesel Pump, 8” 150# Flange Suction and discharge, John Deere 4045T Diesel Engine, including Godwin PrimeGuard Manual, GP3052 highway trailer and 100 gal fuel tank.. These pumps are required to supplement existing pumps that are currently being used in Juneau, Alaska that are the same type. This pump set is capable of flows of between 450 and 1600, Gallons Per Minute (GPM), Total Dynamic Head (TDH) of 120 feet, solids handling up to 3-inches in diameter for six (6) and eight (8) inch pumps respectively. These brand name pumps and additional equipment are not specific to the sole source vendor; however, the Xylem proprietary remote maintenance is specific, and required for the maintenance of these pumps during the leasing period in support of Flood Control and Coastal authorized response efforts for Mendenhall GLOF event(s).
4. Authority Cited: Authority: 41 U.S.C. 1901 as implemented in Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 12.201-1, Simplified Procedures, restricting competition (sole source) for acquisitions valued over the simplified acquisition threshold (SAT) but less than or equal to $9M under the authority of simplified acquisition procedures.
5. Reason for Authority Cited: In accordance with RFO FAR 12.102(b), Table 12, Restricting competition, a justification and approval must be made in accordance with
FAR 6.104.
a. Background: The USACE Alaska District Emergency Management Division is steadfastly committed to supporting the ongoing efforts for the Juneau, Alaska Mendenhall GLOF under the authority of Public Law 84-99. This Public Law is the USACE Alaska District authority to deliver vital flood response and risk management emergency assistance to state and local governments. This legislation empowers the USACE Alaska District to mobilize resources and expertise before, during, and after flood events, ensuring communities are protected and recovery is expedited. The Governor of Alaska, in a letter dated October 22, 2025, formally requested continued federal assistance under 33 U.S.C. Section 701m. In response to this request, USACE Alaska District, in collaboration with the State of Alaska, and the City and Borough of Juneau (CBJ), has advanced to Phase II of a comprehensive and strategic initiative aimed at mitigating risks associated with the Mendenhall River. This year, the threat posed by GLOF is particularly acute, with forecasts indicating that the flooding may occur earlier than usual and is expected to happen at least twice.
b. Existing Pumps: The USACE Alaska District’s customers, the State of Alaska and the City and Borough of Juneau Alaska (CBJ), require 41 total diesel dewatering pumps for the Mendenhall GLOF event(s). The U.S. Army Corps of Engineers, Rock Island District (MVR) is providing 22 of Xylem distributed and maintained Godwin dewatering pumps and associated equipment from their existing fleet of diesel pumps (for 6 and 8-inch pumps) to CBJ. These pumps being sent by USACE MVR’s National Flood Fight Materiel Center’s (NFFMC) inventory are Godwin pumps.
c. Current Need: Given the unusual and compelling nature of this event, the
USACE Alaska District has determined that the USACE MVR current fleet of flood mitigation dewatering pumps are insufficient to meet the demands of the situation and the customer’s needs for 2026. Currently there are 22 Godwin dewatering pumps from USACE MVR are Xylem- distributed with its proprietary maintenance with John Deere engines; therefore, the additional 19 pumps must be the same brand name and from the same vendor to integrate with the current inventory. This ensures consistency in the training that will be required for the CBJ user to run the pumps during a Mendenhall GLOF event. This approach, called the Flood Flight Management Pumping Plan, not only enhances operational readiness for the Mendenhall GLOF event(s) but also provides robust support and reliability during the required times of pump usage.
d. Alternatives: The Government finds no alternative method of sourcing these pumps for the 2026 Mendenhall GLOF event(s).
e. Impact: As the Mendenhall GLOF event(s) have grown increasingly severe with each passing year, it has become imperative to take decisive action to safeguard the Juneau community from the devastating impacts of flooding. Ensuring the protection of Juneau is not just a priority, it is a necessity. Considering the critical need for effective emergency management in response to the Mendenhall GLOF event(s), the additional lease of 19 high-capacity diesel brand name pumps from the sole source vendor, Xylem, has emerged as an essential component of the CBJ flood mitigation strategy.
These pumps are vital for rapidly managing rising water levels during the 2026 Mendenhall GLOF event(s), and providing the community with the resilience needed to withstand these escalating natural threats.
6. Efforts to Obtain Competition: The USACE MVR issued a sources sought 4-12 February 2026 to the NFFMC need for Self-Priming, Self-Powered Flood Water Abatement or Mitigation Pumps. The NFFMC has several discussions yearly with pump manufacturers to discuss options to national flood mitigation strategies; however, since the USACE MVR NFFMC is sending 22 Dri-Prime Godwin Diesel Pump CD150S with John Deere 4045TFC03-FT4 engine PG RGT and 8-inch diameter Godwin CD200S with the John Deere 4045HFC92 engine PG RGT flood mitigation dewatering pumps to CBJ, the additional 19 that USACE Alaska requires need to be the same sole source vendor and brand name pumps to ensure consistency in the CBJ usage of the equipment and proprietary maintenance required in the leasing of these pumps and additional equipment for 2026.
7. Actions to Increase Competition: For future requirements, the USACE Alaska District will coordinate earlier with the USACE MVR NFFMC, the State of Alaska and the CBJ to ensure a more competitive plan for long-term solution to the Mendenhall GLOF event(s). The USACE Alaska will continue to monitor the market for manufacturers of pumps compatible with the ones currently being used by Emergency Centers nationwide for flood mitigation, and those specifically used in Juneau, Alaska.
8. Market Research: On 26 January 2026, the USACE MVR proactively issued a Request for Information (RFI) to initiate comprehensive market research and identify potential solutions to address critical needs. The USACE Alaska District subsequently received the USACE MVR information on 11 May 2026, and thoroughly reviewed the information collected. Following a collaborative meeting with the USACE Alaska Project Delivery Team (PDT), it was determined that, given the extraordinary circumstances and the urgent nature of the requirement for 2026, sole source acquisition was the most appropriate course of action. This recommendation was made in recognition of the emergency and need for the pumps and additional equipment to be delivered in Juneau, Alaska not later than 15 July 2026. The Mendenhall GLOF 2026 event(s) will required use of the 19 leased pumps during August through October 2026.
