About this file

This document is a Notice of Intent to Sole Source issued by the United States Army Medical Research Acquisition Activity (USAMRAA) for a two-year scientific study. The sole source contract with Nanohmics Inc. involves developing DNA aptamers as antimicrobial agents, specifically focused on creating a biologic therapeutic to combat bacterial wound infections. The research will target the bacterial pathogen Pseudomonas aeruginosa and include producing DNA aptamers, conjugating them with C1q and Fc domain proteins, validating their binding capabilities, and delivering the conjugated aptamers to Walter Reed Army Institute of Research (WRAIR) and Armed Forces Research Institute of Medical Sciences (AFRIMS) in Bangkok, Thailand.

Interested parties may submit capability information in writing by 2:00 p.m. Eastern Time on 17 April 2025 to Ms. Linda Hinson at linda.t.hinson.civ@health.mil. While responses will be evaluated, the government retains sole discretion to determine whether to compete the procurement. If no responses are received, USAMRAA will proceed with the direct sole source contract with Nanohmics Inc. under Federal Acquisition Regulation (FAR) 13.501, with the research to be conducted at the WRAIR and AFRIMS locations.

Notice of Intent to Sole Source

The United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of the Walter Reed Army Institute of Research (WRAIR), Armed Forces Research Institute of Medical Sciences (AFRIMS) intends to negotiate on a sole source basis in accordance with FAR 13.501 with vendor Nanohmics Inc.

Nanohmics Inc. will provide a two-year study on conjugated aptamers as antimicrobial agents to produce DNA aptamers conjugated with C1q- and Fc-domain proteins to create a biologic therapeutic with immunomodulatory antimicrobial activity against bacterial pathogens for wound infection. This shall include producing DNA aptamers that bind to the bacterial pathogen Pseudomonas aeruginosa;

conjugating DNA aptamers to recombinant C1q protein and to recombinant IgG Fc domain protein to produce C1q- and Fc-conjugated DNA aptamers; validating that C1q- and Fc-conjugated DNA aptamers bind to Pseudomonas aeruginosa; and delivering C1q- and Fc-conjugated DNA aptamers to WRAIR, AFRIMS for testing, located in Bangkok, Thailand.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.

Responsible, interested parties may identify their interest by submitting capability information, in writing, by 2:00 p.m. Eastern Time, 17 April 2025 to Ms. Linda Hinson at linda.t.hinson.civ@health.mil. Supporting evidence must be furnished in sufficient detail to demonstrate the firm’s ability to provide the stated capability.

Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
