About this file
This is a Limited Sources Justification (LSJ) memorandum for a brand-name only acquisition by the Department of the Air Force, Headquarters 133rd Airlift Wing.
The 133rd Materiel Support Squadron (MSC) is seeking to procure 2 John Deere Z960M ZTrak Mowers through a new Firm-Fixed-Price (FFP) purchase order using simplified procedures. The requiring activity is the 133rd Civil Engineer Squadron (CES). The justification for restricting competition to this single brand is based on the organization's existing fleet of six John Deere mowers, established parts inventory for preventative maintenance, and the Grounds Team's two decades of operational experience and expertise with John Deere equipment. Acquisition of alternative or equivalent mower models would necessitate separate spare parts inventory, additional training for maintenance personnel, and increased overall costs. The Contracting Officer will determine fair and reasonable pricing through comparison of competitive quotes from authorized John Deere resellers and historical purchase data. Market research identified multiple Small Businesses operating as authorized brand-name resellers. To foster future competition, the Contracting Office plans to review requirements during the next replacement cycle and will publicize this requirement to ensure competitive bidding among authorized distributors and resellers on Contract Opportunities to the maximum extent practicable. The memorandum was signed by Jason M. Mosher, SMSgt, ANG, Contracting Officer, on September 2, 2026.
