3. Description of Services or Supplies: The requested services includes delivery of a complete multi-function display (MFD) model “SGB Model LCR10-489-4” used in USAARL Flight Systems Branch NUH-60 Black Hawk flight simulator. USAARL Simulator Technicians will install the MFD as part the ongoing contract with L3 Harris.

The NUH-60 Blackhawk simulator requires four operational MFD’s to successfully operate. This MFD will be used as a spare in the event one of the four become inoperable, resulting in significate delays in research and deliverables from USAARL.

Current and Future Project(s) Proposal number 21130/24220 “tDCS Sustained Attention / Brain Stim” and Proposal number 220100 "Aviation Cueing Systems for Common Cockpit Development", both of are being conducted during FY21, requires four functioning MFDs into USAARL’s existing UH-60M Black Hawk simulator throughout the entire study.

The NUH-60 Black Hawk Research Flight Simulator provides the ability for researchers to record aviator performance which would facilitate assessments of aviator sustained attention and aviator workload (e.g., St Onge study MOMRP #23460), as well as posture USAARL for studies to be completed in support of the Holistic Situational Awareness – Decision Making (HSA-DM) program.

SGB Enterprise Inc. is the OEM for all MFD’s installed in the NUH-60 Black Hawk Research Flight Simulator and the only company capable of delivering an MFD compatible with the simulator. The current multi-function display (MFD) (SGB Model LCR10-489-4) is a protected technology proprietary to SGB Enterprise Inc.

In addition to the base cost of the multi-function display (MFD), all commercially available MFDs offered by any other vendor would require additional cost to format the remaining three MFDs into NUH-60 Black Hawk software format. The existing NUH60 Black Hawk Research Flight Simulator has existing software formatted for a plug-and-play compatibility with SGB Enterprises Inc. MFD into the NUH60 Black Hawk requiring no additional development costs. Pre-existing MFD hardware and software coding already built into the existing the MFD delivered by SGB Enterprises Inc. in 2015 through the CAP-A-DASH simulator upgrade. SGB Enterprises Inc. hardware and software is proprietary and SGB’s replacement MFD will provide seamless transition without delaying on-going and future research projects. Any considerations of any other MFD and software code from another vendor would have to be written/coded into any new MFD purchase contract. This type of delay in fulfillment would create unnecessary cost to USAARL and the government creating delays in delivering vital aviation research to the Army’s Future Vertical Lift stockholders.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at

Market Research: Market research was conducted by USAARL in August through February 2021 using Internet Searches of multiple search terms and criteria, specific to this research effort, and found no other instruments capable of meeting all of the MFD requirement capabilities for USAARL’s specific model and specification requirements of the NUH-60 Black Hawk simulator. There are numerous vendors selling MFDs. Only

SGB Enterprises Inc. offers the MFD compatible with USAARL’s NUH60 Black Hawk research flight simulator.The MFD (SGB Model LCR10-489-4) and installation is compatible with NUH-60 Black Hawk simulator architectural design requirements must be met, which is required by USAARL to achieve minimum, optimal results.
