About this file
This is a Justification and Approval (J&A) document for a FAR Part 12 sole source contract to acquire Oshkosh Original Equipment Manufacturer (OEM) training services for the 4th Infantry Division (4ID) at Fort Carson, Colorado.
The contracting activity is the 918th Contracting Battalion/U.S. Army Mission and Installation Contracting Command (MICC) at Fort Carson, seeking approval to award a firm-fixed-price contract to Oshkosh Defense LLC, located at 2307 Oregon Street, Oshkosh, Wisconsin 54902, for $499,995.00. The contract performance period runs from September 16, 2026, through September 15, 2027, with Operation and Maintenance funds. The procurement is authorized under Title 41 U.S.C. 1901 (Simplified Acquisition Procedures for Commercial Products and Services) and implements FAR 12.201-1. The required services consist of OEM-certified training to develop troubleshooting and maintenance skills for 4ID mechanics on Oshkosh equipment, with one instructor training 12 students (distributed at 2-3 students per quarter) throughout the fiscal year to train Field Maintenance Team (FMCO) maintainers.
The justification asserts that Oshkosh Defense LLC is the sole responsible source capable of providing OEM-certified training, as no other manufacturer or approved third-party trainers are authorized to conduct equivalent training or issue OEM-recognized certificates for Oshkosh Defense vehicles. Market research conducted in accordance with FAR Parts 10 and 8 revealed no mandatory sources or viable alternatives. The document references prior contract W911RZ-24-C-0003 (valued at $534,976.00, September 2023 to September 2024) and identifies previous related contracts (W911RZ-23-P-0065 for $700,000.00 and W911RZ-22-C-0004 for $591,660.00). Fair and reasonable pricing is based on comparison to historical pricing from previous similar contracts. A Sources Sought Notice was posted on SAM.gov on August 4, 2026, resulting in no qualified competing sources. The document notes that if approval is not granted, 4ID mechanics will lack necessary training to repair unit-owned vehicles, particularly during deployments.

Other: Sole Source
6. Reason for Authority Cited: Only one responsible source and no other supplies or services will satisfy agency requirements. Oshkosh Corporation is the only organization authorized to provide this OEM-certified level of training. There are no other Oshkosh-approved or Oshkosh-certified third-party trainers authorized to conduct equivalent training or issue OEM-recognized certificates for Oshkosh Defense vehicles.
a. Background: Oshkosh Defense, LLC is the only provider of the Oshkosh Original Equipment Manufacturer (OEM) training on the Oshkosh vehicle platforms. No other manufacturer or agency has the capability, knowledge, and resources to support the requirements. Additionally, Oshkosh Corporation is the company that originally developed the system for the Army. This is a commercial service acquisition being awarded using Simplified Acquisition Procedures in accordance with FAR Part 12. The acquisition is for $499,995.00 under the Simplified Acquisition Procedures threshold.
Market research was conducted in accordance with FAR Part 10 and FAR Part 8, Mandatory Sources. Market research revealed that there are no mandatory sources that can support this requirement.
b. Alternatives: Currently, there are no other alternatives. Oshkosh Defense LLC is the only source available to provide training on Oshkosh manufactured equipment for 4ID mechanics. Oshkosh Defense LLC does not have any third-party distributors.
c. Additional Supporting Information: The previous contract W911RZ-24-C-0003 period of performance ended on 29 September 2025. Further need for the Oshkosh OEM training was validated after a brief pause with their services due to operational requirements.
d. Impact if justification is not approved: If this J&A is not approved, 4ID mechanics will not have the training needed to repair unit owned vehicles, especially during deployments.
7. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.101.
a. Effective competition: On June 17, 2026, the Oshkosh Corporation provided a sole source validation letter which specifies that they are the sole source provider for aftermarket training related to Oshkosh Defense vehicles produced for military applications. b. Paragraph 7 of the previous JA for contract W911RZ-24-C-0003 states “Actions to Increase Competition” of the previous justification, stated: The highly specialized nature of the equipment does not facilitate the use of full and open competition sourcing. Technical data packages, specifications, engineering descriptions, statements of work or purchase descriptions suitable for full and open competition were not developed or are not available as Oshkosh Corporation has been the single source of maintenance and manufacturing support since Oshkosh Corporation developed vehicle platforms for the Army.
