About this file
This document is a Justification and Approval (J&A) for the expansion and maintenance of the Talent Management Career Mapping (TMCM) software tool under Task Order W519TC-23-F-0385 with Deloitte Consulting LLP. The ODASA(P) is responsible for the Army's contracting and procurement functions and seeks to expand the use of the TMCM software tool to modernize the Contracting Career Field Talent Management System. The justification cites FAR 16.505(b)(2)(i)(G) as the authority to limit competition, as Deloitte has the requisite knowledge and experience with the TMCM software and operating environment, and awarding to another vendor would result in substantial duplication of cost that is not expected to be recovered through competition. The total estimated value of the expansion and sustainment services is not provided, but the J&A indicates the Government has determined the anticipated price to be fair and reasonable. The document also provides the procurement history, noting this is a sole source follow-on contract to previous TMCM contracts with Deloitte.

3. Description of Supplies/Services: The ODASA(P) is responsible for executive leadership and supervision of all aspects of the Armys procurement mission. The ODASA(P) is the Army Acquisition Functional Leader for the Contracting Functional Area and has procurement responsibility over the Armys contracting activities and its 270 worldwide offices. Given the difficulty acquiring, developing, employing, and retaining top contracting talent for the Army, the ODASA(P) has been aggressive in their pursuit to modernize the Contracting Career Field Talent Management System to leverage data, assessments, and analytics to ensure that the Army has the procurement force it needs to maintain Army readiness. The TMCM software allows Army employees to explore career options to manage and grow their talent to reach their professional goals.
Currently, no other integrated, production ready TMCM software capability exists within the Army portfolio.
Further, the FY 2022 APS Civilian Implementation Plan directs the need to ...develop the capability to project short and long-term demand for both people and specific skills and create a marketplace to reduce gaps in capabilities.
Ongoing Army Talent Management studies, as well as discussions and interest from organizations such as Manpower Reserve Affairs (M&RA) and multiple program executive offices, has driven the expansion of the TMCM tools use. M&RA and other organizations have expressed desire to expand the tool based on seeing the TMCM production level tool coupled with the Armys push in late FY 2024 to focus on talent management. The proposed increase in services will provide sustainment services for the current users which were not previously included in the original task order and add new users and/or additional career series to the existing TMCM software tool, as outlined in the Independent Government Estimate (IGE). This demand for additional users, sustainment, and career series were not anticipated
ODASA(P) developed this estimate based upon historical cost information and recent actions executed under the current task order, as detailed in the IGE.

4. Authority Cited: FAR 16.505(b)(2)(i)(G). For DoD, NASA, and the Coast Guard, the order satisfies one of the exceptions permitting the use of other than full and open competition listed in FAR 6.302 (10 U.S.C. 3406(c)(5)), specifically 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1.
5. Reason for Authority Cited: IAW U.S.C 3204(c)(5), and as described in FAR 16.505(b)(2)(i)(G), the Government is allowed to limit the number of sources from which it solicits proposals if the order satisfies one of the exceptions permitting the use of other than full and open competition listed in FAR 6.302. IAW FAR 6.302-1(a)(2)(iii)(A), for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
Only Deloitte has the requisite knowledge and experience with the TMCM software and the operating environment. While the Government owns the input and output of the TMCM tool, Deloitte owns which would cost additional time and money, and would increase project cost, schedule, and performance risk.
The total estimated duplication of cost if this requirement was competed and subsequently awarded to a different vendor is , to include duplicated efforts of Government employees managing and supporting the requirement. These duplicative costs are not expected to be recovered through competition, as any new contractor would have to build a similar tool and perform a pilot program consisting of soliciting for and inputting new data already received from Army organizations for use in building an alternative to the TMCM tool. TMCM civilian efforts in contain a

portion of the work that is transferable , but all other aspects listed below for the civilian and military efforts will be a complete duplication of costs for a new vendor to achieve the current IOC state, as outlined below.

There are similar circumstances for the Army HRC TMTF military effort, where there are some transferable deliverables from the initial phases of the projects, with less transferable results from the more recent portion of the effort and duplicative costs, as outlined below.

In February 2024 ODASA(P) validated that the Deloitte TMCM tool is the only product that meets the above requirements. The Army mandated CHRAs application be migrated to the that is governed by which requires applications to meet stringent security and operating standards.
Therefore, Deloittes TMCM tool is approved to operate in the environment. There are no other vendors that have a tool authorized to be hosted in and capable of operating in the environment, thus the findings of the initial market research report remain unchanged. For the reasons described above and in paragraph 5, no other vendor besides Deloitte can meet the requirement without a substantial duplication of cost.
7. Actions to Increase Competition: To increase competition, ODASA(P) will reevaluate the talent management/career mapping environment in the commercial and federal spaces over the next three years and will investigate the potential to leverage any future decisions and CHRA product builds for talent management tools and/or operating platforms.
