About this file

This document is a Justification and Approval (J&A) for Other than Full and Open Competition under FAR Part 6, related to federal contract opportunity W91ZLK24R0013 for Standards and Specifications Subscription Support.

The U.S. Army Futures Command (AFC) Combat Capabilities Development Command (DEVCOM) requires a Firm-Fixed-Price contract for a 12-month subscription to industry standards and specifications from multiple Standard Developing Organizations (SDOs). The estimated value is $3,096,617.00. This includes access to standards, publications, parts information, and search capabilities to support AFC DEVCOM's research, development, and testing activities. The contract was awarded as an Undefinitized Contract Award on June 13, 2024, with FY 2024 Research, Development, Test and Evaluation funds. The justification cites the unusual and compelling urgency exception under FAR 6.302-2 to limit competition. The contract will be awarded to an unknown vendor.

Justification and Approval for Other than Full and Open Competition – FAR Part 6

1. Contracting Activity: U.S. Army Contracting Command - Aberdeen Proving Ground

(ACC-APG)

Tenant Division, CCAP-MDT 6472 Integrity Court, Bldg. 4401 Aberdeen Proving Ground, MD 21005-1846

2. Description of Action: U.S. Army Futures Command (AFC) Combat Capabilities Development Command (DEVCOM) requests a follow-on Firm-Fixed-Price definitive contract consisting of a 12-month base period to provide a subscription to industry specifications and standards from multiple Standard Developing Organizations (SDOs).

The proposed action’s estimated value is ACC-APG awarded an Undefinitized Contract Award (UCA) on 13 June 2024. Fiscal Year 2024 Research, Development, Test and Evaluation fund will be obligated to fund the base subscription period.

3. Description of Supplies/Services: This requirement is for Standards and Specifications Subscription Support. The Department of Defense (DoD) no longer creates and issues standards and specifications but instead, relies on these SDO-issued documents per Department of Defense Instruction 4120.24 and Department of Defense Manual 4120.24. Many of these SDOs are DoD approved and adopted, and compliance with these standards and specifications in AFC DEVCOM's research, development, engineering, and testing functions ensures the materiel AFC DEVCOM is responsible for is sound in terms of professionally accepted standards and specifications. This compliance ensures the sustainability and maintainability of all U.S. Army materiel.

AFC DEVCOM requires digital and downloadable access to parts and logistics data to include parts catalogs and lists with immediate electronic access to facilitate creating, integrating, and delivering technology and equipment to ensure the dominance of U.S.

Army capabilities. Paper formats are unacceptable because paper documents must be shipped and generally arrive a week after they are requested, which can cause project delays.

AFC DEVCOM requires electronic access from a single access point to a search platform for standards and specifications, publications, parts information, and lists to facilitate AFC DEVCOM’s mission in research, development, and testing, and other requirements as deemed appropriate by AFC DEVCOM. This includes current and superseded industry SDOs, and parts specifications & logistics information.

The Government requires a software platform that:

• Provides a searchable index as well as capability for immediate digital download of the data/content with full-text access to no less than 99% of the industry standards.

• Provides access via internet and accessible at the desktop by qualified personnel.

• Provides access for AFC DEVCOM personnel through a central portal within the

Army IT architecture.

CUI

• Provides online support available 24 hours a day, 7 days a week, 365 days a year to include holidays and weekends, with a system availability rate not lower than 98% at all times.

• Provides virtual access to documents from SDOs via the internet/electronic database on an as needed basis.

• Provides digital and downloadable access to parts and logistics data to include parts catalogs and lists with immediate electronic access to facilitate the timely repair and maintenance of equipment.

• Allows access to the system to be authenticated under the direction of an AFC DEVCOM Program Manager, who will be a full-time Government employee.

• Allows for an AFC DEVCOM Program Manager to be granted administrator access sufficient to manage the interface for Government personnel.

• Has the ability to provide metadata for downloading to local systems as updates must exist.
