About this file
This document is a sole source justification for a federal contract to conduct an airspace study and provide an aviation simulation model for Fort Huachuca. The Army Contracting Command at Aberdeen Proving Ground plans to award a contract valued at $426,391.80 in September 2021 to ATAC Aviation Analysis Experts to deliver the NASMOD aviation simulation system. The NASMOD is identified as the only solution that can meet all requirements in the solicitation to simulate military aviation operations, perform noise and airspace analyses, and model aircrew training over extended time periods in a single integrated package. The justification cites NASMOD as the only commercially available product that delivers the required simulation and modeling capabilities on an off-the-shelf basis.

Under FAR 13.501
1. Contracting Activity: Army Contracting Command – Aberdeen Proving Grounds
(ACC-APG)
2. Description of Action: This requirement is for a new contract to support USAICoE’s urgent and pressing need to conduct a comprehensive airspace study and provide a single simulation model accounting for and incorporating all elements of all analyses conducted. The Government projects award for September of 2021 and will utilize Fiscal Year 21 Operations and Maintenance (OMA) funds.
3. Description of Supplies/Services: USAICoE requires an aviation model simulation study to project, simulate, and inform planning operations related to future aviation infrastructure changes to adequately support the introduction of new aircraft, new aviation mission tactics and capabilities, changes in force levels, changes in base configurations, and mitigation of the environmental impacts of aviation operations. The aviation simulation model must be capable of supporting – military-specific aviation and ground related analyses of airfields and airspace; aircrew training, currency, and readiness requirements in support of future alternative analyses; noise analysis in military aviation operations; analysis of military aviation operations across long time periods; and the analysis of military and civil air operations interaction. The cost of the requirement is approximately $426k.
4. Authority Cited: 10 U.S.C. 2304(c)(1) as implemented by FAR Part 13.501(a)(1)(ii)
5. Reason for Authority Cited: The NASMOD system is the only system which meets the Government’s need for a single simulation model that is able to synthesize all data without reliance on other applicantions or products. NASMOD is a commercially available item owned and operated by the Small Business titled - ATAC Aviation Analysis Experts. ATAC possesses the exclusive rights (ie, “owns”) to the NASMOD.
The NASMOD is the only commercially available solution offering immediate, off the shelf capabilities not requiring modification to support both the simulation and modeling requirements associated with – military-specific aviation, spectrum, and ground-related operations analysis; airfields and special-use airspace analyses; aircrew training, currency, and readiness requirements as a basis for simulation and future alternatives analysis (this capability allows for broad flexibility in multiple variable analysis of military operations); noise analysis with military-specific aviation operations; analysis of aviation operations over any period of time exceeding one day (this analysis allows for identification and examination of operations level periodicity and the impact of results on facility use and capacity); and analysis of military and civil air operations interactions over extended periods of time. While there are numerous commercially available aviation simulation models, this is the only one that delivers every element of the Government’s requirement in a single package. Other solutions would require multiple procurement actions each offering only portions of the Government’s requirement. In the event a single procurement action was executed containing multiple vendors wherein each vendor offered a differing segment of the Government’s requirement, there would be both interoperability and compatibility challenges as each portion of the product would produce those models and simulations specific only to the particular element of the Government’s requirements for which each vendor was capable to address. This will force the force to the Government to run multiple separate models and simulations and then attempt to deduce how each simulation would impact the others, which is completely inconsistent with the Government’s requirement. The Government must have the capacity to run all elements and variables in a single model and/or simulation that comprehensively accounts for all variables simultaneously. This would also drive cost concerns as each vendor would have a separately defined cost particular to the portion of the Government’s requirement they would be addressing.
Separately defined costs by each vendor place upward pressure on costs due to the compounding nature of aggregated costs comprised of multiple loads, wrap rates, and margins. The Government’s requirement described at the beginning of this paragraph demand a solution providing a single, integrated product capable of rendering a simulation model that can be utilized by the Requiring Activity to continue to run simulations and projections well into the future.
ATAC is the only vendor capable of providing a pre-packaged, off-the-shelf, readily available commercial solution that addresses all of USAICoE’s aviation simulation modeling requirements. ATAC’s NASMOD is fully functional and immediately available to provide the full range of analyses, simulations capabilities, models, and products needed by USAICoE to inform decision makers in their responsibilities. ATAC’s NASMOD capability has been servicing the aviation simulation and modeling needs of Federal, State, and Municipal Governments allowing ATAC to evolve the NASMOD and increase its effectiveness and efficiency, offering the Government an opportunity to fully satisfy requirements without delay and at the lowest commercial cost possible. It is clearly in the Government’s mission performance interest to obtain the most available and reputed commercial solution to this requirement.
Utilizing the ATAC NASMOD, the Government will also avoid an extensive workload that would otherwise be levied against the Government workforce, which does not possess the hardware or software necessary to produce the required analyses and products. While the Government may be able to develop such hardware and software capabilities, it would take between 24-32 months at extensive cost to the Government.
When compared to the ATAC NASMOD commercial solution, which will take 30 weeks for less than $500k, it is clearly in the Government’s best interest to obtain the most available and reputed commercial solution to this requirement.
ATAC possesses the NASMOD analysts and software engineers responsible for developing the only commercially available tool able to satisfy this requirement and facilitate a fast delivery of urgently needed requirements. In terms of acquiring specialized expertise and equipment, it is clearly in the Government’s interests to obtain the most available and reputed commercial solution to this requirement.
6. Efforts to Obtain Competition: Pursuant to FAR 5.202(6), the proposed contract action is a purchase order placed under FAR subpart 13.5 in conjunction with FAR Part
12. The Government conducted multiple queries in its Market Research. Databases included GSA, SAM, Federal Business Opportunities (FBO) that provide relevant information on acquisitions. Contracting Officers/Contract Specialists in other agencies who provided relevant information on acquisitions were also consulted as well as review of submitted Capabilities Briefs. Rough Order of Magnitude (ROM) cost estimations for this requirement were reached through multiple analyses – costs on other contracts were considered in relation to the comparable level of effort of those contracts; historical contract costs for other agencies procuring similar and/or the same services; as well as commercial pricing of like/similar products.
In accordance with DFARS PGI 206.302-1 (d) a sources sought notification (SSN) was posted using the Governmentwide point of entry on SAM.gov. The SSN was posted on 2 September 2021 with a due date of 9 September 2021. Only one submission was received in response to the SSN. The submission was from ATAC, confirming that there are no other vendors able to provide the Government’s required model/simulator.
7. Actions to Increase Competition: This is a single, one-time, requirement. This is not a follow-on effort and there is no intent execute additional contract actions related to this requirement.
8. Market Research: Databases included GSA, SAM, Federal Business Opportunities (FBO) that provide relevant information on acquisitions. Contracting Officers/Contract Specialists in other agencies who provided relevant information on acquisitions. Review of submitted Capabilities Briefs.
