About this file
This document is a justification for a sole source modification to an existing contract for information technology support services for the United States Army Regional Cyber Center - Continental United States (RCC-CONUS). The modification extends the current contract with DirectViz Solutions, LLC through February 2024 for a total estimated value of $amount. The services provided under the contract include enterprise system network management, information assurance and computer network defense, and content staging and information dissemination management to support RCC-CONUS's mission of operating, maintaining, and defending the Army's portion of the Global Information Grid. The justification cites urgent and compelling need due to the critical nature of RCC-CONUS's network security mission and the insufficient time remaining on the incumbent's contract to complete a competitive re-award process without a lapse in services.

Justification and Approval for Other than Full and Open Competition – FAR Part 6
1. Contracting Activity: U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG), Huachuca Division, 2133 Cushing Street, Building 61801, Room 3410, Fort Huachuca, AZ 85613-7070.
2. Description of Action: Request Senior Contracting Official (SCO) approval of this proposed bridge modification to the existing contract for an additional six month period of performance in accordance with (IAW) Federal Acquisition Regulation (FAR) Subpart 6.302-2(a)(2). This modification will increase the current contract value of $ by approximately $ to an estimated contract value of $ . This modification is for three months, with a three-month option period. The current contract expires on August 31, 2023. The United States Army Regional Cyber Center - Continental United States (RCC-CONUS) requests approval to modify the existing Cost-Plus Fixed Fee (CPFF) contract, W91RUS-19-C-0014, awarded to DirectViz Solutions, LLC, 1595 Spring Hill Road, Suite 600, Vienna, Virginia 22182, for Information Technology support services. The proposed modification is for six additional months of service. The short-term extension is required to keep critical Information Technology (IT) Support Services in place while affording the Government sufficient time to award the re-compete. This modification will be funded using Fiscal Year 23 Operations and Maintenance Army funds.
3. Description of Supplies/Services: The Government has an ongoing need for Information Technology support services for RCC-CONUS to provide the full range of operations, maintenance, and defensive functions of the Army’s portion of the Global Information Grid (GIG). The three interdependent tasks necessary to operate the GIG are (1) Enterprise System Network Management, (2) Information Assurance/Computer Network Defense (CND), and (3) Content Staging/Information Dissemination Management.
The Independent Government Estimate (IGE) provided for this action on 12 July 2023 is based on historical information on the current contract monthly invoicing costs, escalated for inflation by . The IGE was created by the contracting officer’s representative (COR), . The anticipated costs and periods of performance are:
Base Period: 01 September 2023 to 30 November 2023 $
FAR Clause 52.217-8 option: 01 December 2023 to 29 February 2024 $ Total: $
The workload of the RCC-CONUS is divided into four major service areas: Defensive Cyberspace Operations (DCO) Division, the Department of Defense Information Network Operations Division, the Sustainment Division Mission, and the Theater Operations Division Mission.
The contractor will support the RCC-CONUS mission to operate, maintain and defend the Army’s GIG by providing management, administrative and technical support services. The contractor shall provide all personnel, management, and other related services. The Government will require Information Technology Infrastructure Library (ITIL) compliant contractor performance on tasks identified in the PWS in both the classified and unclassified network environments. Work includes current and new systems at various lifecycle stages, and any future applications/systems not currently identified.
4. Authority Cited: 10 U.S.C. 3204(a)(2) as implemented by FAR 6.302- 2(a)(2), “When the agency’s need for the services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for.”
5. Reason for Authority Cited: The RCC-CONUS is responsible for the network security of all U.S. Army installations within the Continental United States. In addition to this security mission, the RCC-CONUS also monitors and manages the systems that support or enable Army operations. These systems have users in every theater, worldwide.
For the reasons above, this mission is critical to the U.S. Army and cannot withstand a gap in service. An extension to the existing contract is needed to be put in place before 31 August 2023.
The time constraints between the completion of the current contract end date of 31 August 2023 and the anticipated award of the follow-on re-compete task order does not allow sufficient time for a successful evaluation, award, and transition of a new contractor. Applying competitive action for this effort will introduce unacceptable and catastrophic risk because there will be a lapse in service for approximately 90 days.
Background/Facts Leading to Need for Bridge Services:
On 03 June 2019, contract W91RUS-19-C-0014 was awarded to DirectViz Solutions, LLC as a . The requirement was competitively awarded as a cost-plus fixed fee type contract for Information Technology Services and Support in support of the RCC-CONUS, which was scheduled to expire on 30 November 2022. A justification and approval was approved on 28 November 2022 that extends the current contract until 31 August 2023. The J&A control number is to allow time for a competitive contract to be awarded using the authority of 10 U.S.C. 3204(a)(1).
As such, this proposed modification will keep the above-described critical services in place while the follow-on effort is re-awarded.
It is anticipated that the competitive follow-on contract will be with full performance beginning

Continuing with the incumbent contractor for an additional three-month bridge extension is in the best interest of the Government and provides the most cost-effective use of Government resources. Additional time beyond the three-month period of performance will be required to ensure the Government can quickly respond to any additional delays that are currently unforeseen. For this reason, a three-month option to extend services has been included in this justification. The follow-on competitive task order will begin at the end of the performance period of the bridge extension. This bridge extension shall not exceed six months.
6. Efforts to Obtain Competition: It is not feasible at this time to obtain offerors from other potential sources because of the brief performance period required, and the short time in which to get the task order in place. A notice is not required by FAR 5.201 since the proposed contract action is made under the conditions described in FAR 6.302-2 IAW FAR 5.202(a)(2). A follow-on requirement has been competed using fair opportunity to all Computer Hardware Enterprise Software and Solutions (CHESS) Information Technology Enterprise Solutions – 3 Services (ITES-3s) vendors using procedures described in FAR 16.505.
a. Effective competition.
b. Subcontracting competition. Subcontracting competition is achieved as the current contractor has
7. Actions to Increase Competition: The Contracting Office is currently working on the follow-on requirement using fair opportunity procedures described in FAR 16.505.
Currently competition is not a viable option for the agency’s need for the accelerated and abbreviated time frame. Due to the critical requirements needed for RCC-CONUS, a lapse in services must be avoided. The approved justification will be made publicly available in accordance with FAR 6.305(b).
8. Market Research:
The current contract ends on 31 August 2023, and requires a 30 day phase-in period for a transition for the competitive, re-compete task order. The Contracting Officer anticipates the competitive, re-compete task order will be awarded on
