About this file

This is a Justification and Approval (J&A) document for a sole source contract award to Teledyne FLIR Detection, Inc. for the Nuclear Biological Chemical Reconnaissance Vehicle (NBCRV) Sensor Suite Upgrade (SSU) Capability Set 2.2 (CS2.2) development effort by the Army Contracting Command-Aberdeen Proving Ground.

The J&A authorizes a 4-year contract with one 12-month base year and three 12-month options to develop six NBCRV SSU CS2.2 prototype systems for integration into Stryker platforms, along with associated logistics, test support, and technical data deliverables. The contract includes a Firm-Fixed-Price effort for development and Cost-Plus-Fixed-Fee for additional features. An RFI was issued on October 30, 2023 and received four responses, but market research determined that only Teledyne FLIR could perform the work without substantial cost duplication, as they are the incumbent contractor who developed previous versions (CS1.0, CS2.0, CS2.1) under an OTA agreement. The Government estimates that using another contractor would result in significant cost duplication and schedule delays due to the need to recreate technical data rights and expertise. Contract award is targeted for Q4 FY24, funded primarily with RDTE BA-5 funds and Other Procurement Army funds.
