Memorandum for Record – Limiting Competition at or below the Simplified Acquisition Threshold

1. Contracting Activity: U.S. Army Contracting Command

Aberdeen Proving Ground (ACC-APG), Huachuca Division

ATTN: CCAP-CCH

2133 Cushing Street, Building 61801 Fort Huachuca, AZ. 85613-7070

2. Description of Action: This Sole Source Justification has been prepared to procure Offensive Security Services training and certifications in support of the United Sates Army Cyber Protection Brigade, Fort Gordon, Georgia. The anticipated types of funds are Fiscal Year (FY) 25 Operations, and Maintenance Army (OMA) funds. This resultant contract will be a Firm-Fixed Price.

3. Description of Services or Supplies: The Cyber Threat Emulation (CTE) Branch personnel are required to complete their Job Qualification System (JQS) Training Pipeline. U.S. CYBERCOM has directed that CTE JQS training be conducted through OFFSEC training. The intent for conducting this training is to enhance the quality of analytics developed in the defense of DODIN through the application of realistic cyber threat emulation of the most sophisticated adversary Tactics, Techniques, and Procedures (TTPs).

Period of Performance: One year from date of award

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited: The flex program allows the CTE section to focus on training, while remaining flexible enough to ensure personnel who demonstrate the skills needed for advanced training can utilize that training.

With the focus of training being on new personnel to the sections, a benefit to the flex program is that if we are to receive a new soldier at any time during the “contract” and we are able to start their year of access from that point and not from the contract start date as was the case previously.
