About this file

This is a Brand Name Justification and Approval document for the U.S. Army Corps of Engineers, Rock Island District, seeking to procure a replacement air compressor for its sand blasting and painting barge.

The air compressor is a critical piece of equipment used to maintain a navigable Mississippi River channel by sand blasting tainer gates in preparation for painting operations within the District. The current air compressor has reached the end of its lifecycle and is obsolete. The procurement will result in a firm fixed price contract awarded in FY26 and will not include contract options. The justification supports acquisition of a Caterpillar brand air compressor, specifically one equipped with a C13B Caterpillar engine configured for 1600 CFM output. The government's rationale for the brand specification centers on standardization and cost efficiency: Operations Division currently uses all Caterpillar brand engines throughout the District, which standardizes tools and equipment required for repairs and training, maintains stocked repair and maintenance parts, and leverages Caterpillar diagnostic software for significant cost savings. The contracting activity determined that requiring the C13B Caterpillar engine would be most advantageous to the government, as utilizing a different manufacturer's engine would necessitate substantial retrofitting and employee training on current platforms. This justification and approval is submitted under FAR RFO 6.103-1(d) for Other than Full and Open Competition, as required for brand name specifications on acquisitions valued at or below the Simplified Acquisition Threshold.

Brand Name Justification and Approval U.S. Army Corps of Engineers, Rock Island District

Other than Full and Open Competition - RFO 6.103-1

Contracting Activity: U.S. Army Corps of Engineers, Rock Island District, Rock Island, IL

Description of Action: This action will result in a firm fixed price type contract for award in FY26. The estimated dollar values is and the proposed contract will not include any options.

Description of Supply: OD-MMS Section is replacing the air compressor on its sand blasting and painting barge. The current air compressor has reached the end of their lifecycle and is obsolete.

The air compressor is critical to maintaining a navigable Mississippi River channel as it is tasked with sand blasting tainer gates in preparation of painting on the Mississippi River in the within the District.

Authority Cited: As described at RFO 6.103-1(d) Brand Name Specification for Other than Full and Open Competition. For acquisitions valued at or below the Simplified Acquisition Threshold (SAT), a justification and approval must support the decision that only brand can provide the required the needed supplies and the basis for their decision.

Reason for Authority Cited: OD-MMS needs to purchase a new air compressor for the sand blasting and painting barge that meets the current power and size requirements of the obsolete air compressor. Currently Operations Division uses all Caterpillar Brand Name engines in the District.

Doing such standardizes the tools and equipment required for repairs, training, and stocked repair and maintenance parts. OD-M uses Caterpillar diagnostic software which allows for significant cost savings to the Government. Requiring the new 1600 CFM air compressor to have the C13B Caterpillar engine it would be most advantageous for the government due to the significant cost saving and substantial retrofitting/training that would be required to utilize a different manufacture’s engines on current platforms.
