About this file

This document is a Justification for Exception to Fair Opportunity for the U.S. Army Enterprise Cloud Platform Services, utilizing the Joint Warfighting Cloud Capability (JWCC) multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Google Public Sector LLC. The procurement is for cloud computing services across Impact Levels (IL) 2, 4, 5, and 6, supporting critical Army missions. The Army Enterprise Cloud Management Agency (ECMA) is mandated to use the JWCC contract vehicle for cloud services, with Operations and Maintenance Army funds as the primary funding source.

The justification emphasizes that Google is the only source capable of providing the required cloud services due to its proprietary technologies and unique platform capabilities. Market research conducted from June to July 2025 confirmed that while multiple Cloud Service Providers (CSPs) exist, their services are not interchangeable. The document outlines plans to increase competition in future acquisitions, including continuous market research, communicating requirements to industry, and collaborating with DoD enterprise efforts. The contract includes provisions for potential growth, with an optional surge Contract Line Item Number to accommodate increased cloud computing and storage requirements.

Control Number: 25-042

Contractor: Google Public Sector LLC Supply/Service: Army Enterprise Google Cloud Platform Services

Department of the Army Justification for Exception to Fair Opportunity

Under Multiple Award Indefinite Delivery Contracts

1. Contracting Activity: United States (U.S.) Army Contracting Command – Rock Island (ACC-RI), Rock Island Arsenal, Rock Island, IL 61299-8000.

2. Description of Action: The Headquarters, Department of the Army, Enterprise Cloud Management Agency (ECMA) requests a Firm-Fixed-Price task order (TO) for Google Cloud Platform (GCP) cloud computing services. This requirement also includes associated support and specialized offerings, to support critical U.S. Army missions.

ACC-RI will execute this action against Joint Warfighting Cloud Capability (JWCC) multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract HC1050-23-D-0002, which the Defense Information Systems Agency Defense Information Technology Contracting Organization (DITCO) awarded to Google Public Sector LLC (Google). The JWCC IDIQ is the Department of Defense (DoD) enterprise-level contract vehicle, which allows the DoD to acquire commercial cloud offerings directly at all classification levels.

This action will allow the Army to utilize the Impact Level (IL) 2, 4, 5, and 6 Google clouds.

ACC-RI intends to award one TO in , with a Period of Performance (PoP) beginning

Multiple fund types may be used; however, Operations and Maintenance, Army funds will be the primary funding type. An acquisition plan is not required in accordance with (IAW) Defense Federal Acquisition Regulation Supplement (DFARS) 207.103(e) because this acquisition is included in the program-level acquisition plan approved by DITCO’s Senior Procurement Executive on 23 November 2022.

3. Description of Supplies/Services:

On 31 July 2023, the DoD Chief Information Officer (CIO) issued a memorandum, entitled “Department of Defense Joint Warfighting Cloud Capability [JWCC] and Next Steps to Rationalize Cloud Use Across the Department of Defense,” mandating the use of the JWCC contract vehicle for IL 6.1 As a result, ECMA is now required to procure all future classified (IL 6) compute and storage services from the JWCC contract. Subsequently, on 30 June 2025, the Army CIO issued a memorandum, subject: “Update to Army Cloud Service Offering Procurement Guidance,” mandating the use of the JWCC contract vehicle for all new requirements for cloud capabilities and services.2 As a result, ECMA

Contractor: Google Public Sector LLC Supply/Service: Army Enterprise Google Cloud Platform Services is required to use the JWCC contract for the required cloud compute and store services.

As defined in DFARS 239.7601, Definitions; “Cloud computing” means “a model for enabling ubiquitous, convenient, on-demand network access to a shared pool of configurable computing resources (e.g., networks, servers, storage, applications, and services) that can be rapidly provisioned and released with minimal management effort or service provider interaction. This includes other commercial terms, such as on-demand self-service, broad network access, resource pooling, rapid elasticity, and measured service. It also includes commercial offerings for software-as-a-service, infrastructure-as-a-service, and platform-as-a-service.

Cloud computing allows Army Mission Owners (MOs) to store data and develop applications that communicate with other applications in time and are readily accessible.

Cloud computing contracts free the Government from the burdensome costs associated with developing, maintaining, and updating the hardware and software infrastructure necessary to accomplish this mission. These scalable solutions enable MOs to rapidly adapt to changes in mission parameters in a cost-effective manner.

ECMA estimates that up to IL 2, 4, and 5 customers/applications, and up to IL 6 customers/applications, will be added to the TO . This estimate is based on the ECMA Cloud Account Management Optimization (CAMO) Other Transaction Authority (OTA) user data, and a comparison of Google usage by agencies with a similar size, scope, and mission.

Independent Government Estimate (IGE):

The IGE, developed by ECMA, is based on a historical analysis of the CloudTracker data under the CAMO OTA for previous IL 4 and 5 cloud services capabilities, JWCC TO history, and Google JWCC IDIQ pricing worksheets. This is combined with an ECMA planning factor of new IL 2, 4, and 5 applications migrating to the Google cloud. This assumption is derived from relative market positions of Amazon Web Services (AWS) and Google. Therefore, the IGE assumes IL 2, 4, and 5 applications will migrate to Google of the TO PoP. For Google IL 6 applications, ECMA used CloudTracker and JWCC TO data, to estimate that approximately Google IL 6 applications will be added . Therefore, the IGE assumes new Google applications by the end of the Base Year PoP, and a total of Google IL 6 applications of the TO PoP. The IGE assumes a discount of by Google for compute and store, which is consistent with the Google discount received on the JWCC IDIQ.

Finally, as allowed by the JWCC Acquisition Plan and resulting IDIQs, an optional surge Contract Line Item Number of is included in anticipation of the likely growth in the requirements, such as increased cloud compute and storage requirements for new and/or

Contractor: Google Public Sector LLC Supply/Service: Army Enterprise Google Cloud Platform Services

CSP (i.e., best suited) for that application through an application assessment process, such as the application assessment process in the Enterprise Application Modernization and Migration (EAMM) contract. Under this contract, the EAMM vendor analyzes each application / workload based on several factors, to include the proprietary technologies and services each CSP provides, proposes one or more potential cloud-centric, modernized architectures for the Government to review, in detail, based on the proprietary technologies and services each CSP provides and executes the final system design based on the Government’s technical direction and the Government’s choice of the CSP and architecture / design that provides the Government optimal functionality for that particular application / workload.

6. Market Research: Because ECMA is required to use the JWCC contract vehicle for all cloud computing capabilities and services, ACC-RI and ECMA conducted market research from June to July 2025 by reviewing the capabilities of the JWCC contract holders. The JWCC contracts were established as a multiple-award IDIQ in 2022, with awards to AWS, Microsoft Azure, Google, and Oracle America. While all four CSPs provide cloud services at IL 2, 4, 5, and IL 6, each CSP has spent millions of dollars developing their own proprietary technologies and services within the cloud, and those services are not interchangeable. Therefore, Google is the only source capable of providing all the required cloud services at IL 2, 4, 5, and IL 6 for the requirements covered by this justification.

7. Actions to Increase Competition: For future acquisitions, the Government intends to continue to leverage and comply with DoD-mandated contract sources, while conducting market research and assessments of CSPs’ emerging technologies and capabilities to increase competition to the maximum practicable extent. To overcome the

Contractor: Google Public Sector LLC Supply/Service: Army Enterprise Google Cloud Platform Services current sole source reliance on Google Cloud for cloud capabilities, the Government will:

a. Continue Active Market Research: Continuously monitor the rapidly evolving cloud computing market to identify if other CSPs within JWCC or future acquisition vehicles develop comparable, integrated, and proprietary platforms, specialized hardware, and foundation models that could meet these specific requirements.

b. Communicate Requirements to Industry: Continue to engage with industry through various mechanisms (e.g., Requests for Information, industry days) to ensure CSPs are aware of the Army’s needs and encourage the development of competitive solutions.

c. Collaborate with DoD Enterprise Efforts: Participate in and leverage enterprise-level DoD initiatives to encourage a more diverse competitive landscape for specialized cloud capabilities.
