6) It is recommended that the Contractor attend the scheduled site visit to inspect the site to verify the estimated quantities provided by the NPS and the complexities of conducting turf maintenance activities in areas containing high densities of vehicles, pedestrians, and structures. 8 | P a g e
Random Sampling
The COR randomly inspects work and provides a record of inspection to stakeholders denoting work quality and any deficiencies. A random inspection may encompass the entirety of work specification or a sample area.
Scheduled Inspection
The COR schedules a work site inspection with the contractor and conducts a walk-through and review. The contractor may chose to send a representative in order to receive immediate performance feedback. A record if inspection is generated detailing work quality and any deficiencies. A scheduled inspection may encompass the entirety of work specification or a sample area. Close out inspections for payment are generally scheduled inspections.
Customer Input
This is a supplemental method used by the COR to target inspection areas, provide valuable feedback to the contractor, and augment information provided in quality assurance records as substantiating evidence. VI. Invoicing and Payment
14 | P a g e
1. Invoicing and payment must be broken down into two separate line items. Areas included for service in Enclosure 1 are considered a single service cycle but must be broken down into two line items or sub-areas. The first line item shall include the following locations: Areas identified on page 7 of Enclosure 1 - Fletchers Cove and Abner Cloud House locations as identified in Task 3 of this Performance Work Statement. These items must be applied to the specific Fletcher’s Cove funding account. The second line item shall include the remainder of sites in Enclosure 1, and the contractor shall invoice these to the general mowing fund.
2. All invoicing is based on the completion of a full cycle. The invoice shall receive appropriate payment action based on the contractor’s completion of the service in accordance with the requirements (see PARA 2.1.2). The contractor shall estimate the number of cycles required through-out the period of performance based on the contractor’s independent judgement and calculations and divide the estimated number of cycles by the overall task order award amount in order to ascertain the cycle invoice amount. A total of fifteen percent (15%) of the total contract award amount shall be ineligible for invoicing and billing until the end of the period of performance. Because this is a firm fixed price contract, the contractor is responsible for execution throughout the period of performance, without additional compensation beyond the original award amount.
3. The contractor shall provide a notification when a mowing cycle is complete. The COR will inspect the work on-site in consultation with other NPS staff members. The close-out inspection shall be documented in writing, and must clearly convey any deficiencies and remedial action required. In the event that the work is not acceptable, the contractor shall record a list of items noted by the Government to be corrected. A subsequent inspection may take place in order to review the corrected items.
4. Invoices submitted without a close-out inspection shall be rejected, therefore it is imperative that the contractor notify the COR when a mowing cycle is complete.
5. The Contractor shall submit all invoices through www.ipp.gov within 30 days of work performed.
Failure of the contractor to upload an attached copy of the invoice and any requested documentation through IPP.gov will result in invoice being rejected. This is the only authorized invoicing mechanism.
