a. Explain why the intended Contractor is the only reasonable source who can provide the required supplies or services. Discuss the unique capabilities, expertise, etc. that support the lack of competition.
- The existing WRAIR owned Abbott m2000sp/rt system used by Diagnostics and Countermeasures Branch (DCB) laboratories requires preventative maintenance and technical support only available from the system’s manufacturer. No other vendor is capable of providing preventative maintenance, specialized knowledge for molecular calibrations, or specialize propriety knowledge for technical support (remote or on-site). The Abbott technical services are provided by experienced technicians with extensive practical and theoretical expertise in molecular biology and the use and calibration of Abbott products. The preventative maintenance and repair parts are only available through the manufacturer.
b. For a brand name restriction - brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government’s requirements. Explain why the brand specified is the only brand that will meet the Government’s needs. Not applicable.
6. Publicizing Contract Actions:
The public display and synopsis requirements of FAR 5.101 and FAR 5.203:

7. Market Research: Market research was conducted from February to May 2024 In Accordance With (IAW) FAR Part 10 through contacting known sources of the products and reviewing all appropriate mandatory and non-sources of supply for this type of requirement. Subsequently, it was found that current vendor is the manufacturer of the Government owned equipment. Vendor is the single awardee of the previous contract.
This vendor is the only entity capable of performing the required services on this equipment.

Additional market research was conducted by the Contracting Office. A Request for Information (RFI) was posted in SAM.Gov on June 14, 2024, and closed on 21 June 2024. As a result of the RFI no response were received from the industry, A Notice of Intent to Sole Source was also posted in SAM.Gov for 15 days from 9 July 2024 to 24 July 2024. However, no response were received from the industry
Based on market research, only one source, Abbott Molecular, has the unique capability to provide the services needed. Therefore, it is recommended to solicit this requirement as sole source.

10. Contracting Officer Certification/Approval: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon price analysis.
I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a result of limited competition is in the best interest of the Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
