FAR 8.405-6 Limited Sources Justification Under the General Services Administration

Federal Supply Schedule Program

1. Contracting Activity: Alm y Contracting Command - Aberdeen Proving Ground, ATTN:

CCAP-SCD, 6515 Integrity Comt Bldg. 4310, Aberdeen Proving Ground, MD 21005

2. Description of Action: The United States Alm y Security Assistance Command (USASAC) requests a Fi1m -Fixed Price Task Order under the General Services Administration (GSA) Federal Supply Schedule (FSS) Program with CDW Government LLC (CDW-G). The Government will execute this action against FSS contract GS-35-F-0195J. Projected award is 31 July 2020 and fiscal year 2020 Operations and Maintenance (O&M) funds will be used. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207 .103( d)(i)(B).

This action is a follow-on contract/order against GS-35F-0195J/W91CRB-16-F-0035. That contract/order was not competed under FAR 8.405-6(a)(l )(i)(C).

3. Description of Supplies/Services: The contractor shall provide all personnel, equipment, supplies, services and materials required to perfo1m Video Teleconferencing (VTC) Maintenance and Installation Services at various locations in suppo1t of USASAC. The contractor shall provide all of the Hardware, Cabling and Labor required to install VTC Systems in two (2) Rooms outlined in section 1.5 of the PWS. Two (2) of these new VTC systems will be functionally identical to the SIPR/NIPR system located at Redstone .AI·senal, Building 4402Rm.U3SW065.

The 2nd room will be a SIPR/NIPR system at Redstone .AI·senal, Building 4402, Rm.U3SW040 (Facilitator Room) which supports the prima1y VTC Rooms at Redstone, AL. The project also requires that the vendor assume maintenance responsibilities for the remaining 25 existing VTC rooms as well as the two (2) new rooms listed above.

4. Authority Cited: Title III of the Federal Prope1ty and Administrative Services Act of 1949 (41U.S.C. 251, et. Seq) and Title 40 U.S.C 501, Services for Executive Agencies, as implemented by FAR 8.405-6 and substantiated by FAR 8.405-6(a)(l )(i)(C). In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with applicable Federal Supply Schedule ordering procedures. The original order or BP A was not previously issued under a sole source or liinited-sources procedures.

5. Reason for Authority Cited: This action is being procured in accordance with (IA W) FAR 8.405-6(a)(l)(i)(C) a logical follow-on due to CDW-Government LLC (CDW-G) having installed Video Teleconferencing (VTC) equipment for USASAC under task order W91CRB-16-0035. The previous task order and this logical follow-on require the same or similar labor mix, types of materials and equipment for the VTC installations and maintenance as detailed in the

Perfo1mance Work Statement (PWS). For the two (2) new VTC installs, their installations are minoring rooms that encompassed the same changes/updates but at different locations. These installations are also utilizing incidental Government furnished equipment which CDW-G is ah-eady familiar with how to incorporate their materials with what is cmTently on-site.

Additionally, FAR 8.405-6(a)(l )(i)(C) states that a logical follow-on order is allowable, " ... provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BP A must not have been previously issued under sole-source or limited-sources procedures." Task order W91CRB-16-F-0035 was previously competed via GSA; fair opportunity was given to the associated schedule holders. In addition, the services being perfo1med are a continuation of the services the vendor has been perfo1ming under the aforementioned task order.

It would be beneficial to the Government to continue work with the initial task order vendor (CDW-G) to ensure that the VTC locations all have continuity of equipment. Utilizing CDW-G will also ensure that the maintenance of all the VTC equipment is completed by one (1) vendor who ah-eady knows the cmTent system, therefore ensuring the maximum efficiency. If another vendor were awarded the additional work a site visit would likely be required to dete1mine the room layouts, survey the Government equipment on-site, procure new equipment and provide the requisite personnel who have the appropriate clearance to enter the installation; all of which would delay the subsequent award by approximately two (2) months causing a lapse in required services.

If this Limited Sources Justification is not approved to execute the VTC installation and equipment maintenance suppo1t contract in a timely manner the customer will experience a lapse in service. If USASAC experiences this break in service then the risk is extremely high that the day-to-day VTC services (i.e. resolution of help desk tickets, on-site VTC conference suppo1t, etc ... ) all across USASAC locations will be severely impacted. Without VTC service's suppo1t and maintenance, the day-to-day Foreign Mission Sales (FMS) operations required for executing all case work related operations in suppo1t of USASAC's foreign allies' requests will also be negatively impacted.

6. Actions to Increase Competition: Fair Opportunity was given prior to the award of task order (TO) W91CRB-16-F-0035 but no fuither competition is anticipated for this action due to time constraints and effo1ts to avoid a lapse in service. However, USASAC will be providing a recompete package for VTC Maintenance and Upgrades within the next six ( 6)-months and a full and open competition is the anticipated fo1m of solicitation for this procurement.

7. Market Research: Efforts to obtain competition were not pursued for this action. As detailed under Section 5, "Reason for Authority Cited" this requirement is a logical follow-on TO W91CRB-16-F-0035 which was awarded on 01 Aug 2016.
