About this file

This is a Justification Review Document for an Exception to Fair Opportunity (JEFO) for a sole-source task order award.

The U.S. Army Contracting Command – Rock Island (ACC-RI) is issuing a firm fixed-price task order to Continuity Global Solutions (CGS) under the Global Protective Services (GPS) multiple award indefinite delivery, indefinite quantity (IDIQ) contract W519TC-25-D-0035. The procurement supports the Headquarters 8th Theater Sustainment Command (TSC) requirement for armed security response force services to protect controlled storage and weapon systems at two separate facilities in Subic Bay, Philippines, approximately five miles apart. Services include a Site Guard Manager responsible for overall command and control, Armed Mobile Guards for patrols and access control, and Non-Tactical Vehicles to facilitate mobile patrols. The performance period consists of a 12-month base period from March 5, 2026 to March 4, 2027, including a 30-day mobilization phase, plus two optional six-month extension periods. The requirement is justified under FAR 16.507-6(b)(1) based on urgency, as sensitive military assets are scheduled to arrive at Subic Bay on February 19, 2026, requiring a fully operational armed security force in place beforehand. Market research conducted between October 28 and December 11, 2025 among seven GPS IDIQ vendors identified that while five vendors demonstrated technical capabilities, only CGS possesses the immediate operational footprint, established local relationships, and mobilized resources necessary to meet the compressed timeline. CGS is the only vendor currently providing similar security services in the Philippines with necessary corporate licensing and access to a vetted local workforce compliant with the Philippine Government's Private Security Services Industry Act. The justification notes that selecting any other contractor would require two to three months for competitive solicitation and award, followed by a prolonged ramp-up period, making it impossible to achieve operational status by the weapons arrival date. The approval was signed on April 1, 2026, and the fair and reasonable cost determination is based on price analysis of commercial services without requiring certified cost data.

Control No: 26-009 Contractor: Continuity Global Solutions (CGS)

Supply/Service: Philippines – Armed Security Response

February 19, 2026, which left an exceptionally short window to stand up a fully operational security force in time to meet the weapons systems arrival time.

CGS is the only qualified vendor who can provide security services in advance of the arrival of sensitive military assets. This date is critical as it marks the scheduled arrival of at the Subic Bay controlled/weapon storage areas, which require a fully operational armed security force to be in place prior to their arrival. CGS is uniquely qualified as they are the only GPS vendor of seven, to be currently providing similar security services, and as such, CGS already has an established footprint within the Philippines area. Unlike the other GPS vendors, CGS already has the necessary corporate licensing and access to a fully vetted local workforce and can comply with the Government of Philippines Private Security Services Industry Act, which states that only Filipino citizens vetted by the Philippine government may serve as private security professionals. It is this extensive footprint, licensing, and vetted posture that enables CGS to be the only vendor capable of meeting this urgent requirement. If a different contractor other than CGS was selected, it would take approximately two to three months to solicit, evaluate, and award a competitive task order. Once awarded, any other vendor would face a prolonged ramp-up period due to their lack of an existing presence in the Philippines. This timeline would far exceed the arrival date, therefore subjecting the critical assets to unacceptable risk.

Failure to approve this JEFO would lead to critical security vulnerabilities within the

The absence of armed security would jeopardize sensitive military assets and severely impede mission-critical operations. Specifically, AMC would be unable to unload the SI and weapons systems on the scheduled date causing a critical failure in operational timeline and a disruption to the overall theater logistics plan. In addition, the standard competitive procurement process would further introduce unacceptable delays, making it impossible to have the necessary security in place by the required date.

Therefore, to prevent a lapse in security and ensure mission readiness, a sole source task order to CGS is necessary.

6. Market Research: Market research was conducted by ACC-RI between October 28 and December 11, 2025. The research included the issuance of two Requests for Information (RFIs) to the seven GPS IDIQ contracts holders, assessing their ability to meet the urgent mission timeline. Of the seven IDIQ holders, only five responded

CGS). All five vendors demonstrated the technical abilities to provide armed guard services. In addition, both and CGS highlighted their compliance with local laws in the Philippines. However, a key distinction identified during market research is that while has had previous experience in the region, they do not have an active, ongoing security presence in the Subic Bay area, whereas, CGS is currently providing similar services under an

While the RFI responses indicate that multiple vendors possess the general qualifications to perform armed security services, CGS is the only vendor with the immediate operational footprint, established local relationships, and mobilized resources required to be fully operational by the

7. Actions to Increase Competition: While the extent of future requirements are unknown due to the future transition from 8th TSC to ASC, it is anticipated that armed security support services will still be needed. Once the requirements are defined, market research will be conducted prior to soliciting offers for a competitive follow-on.
