Klamath and Lost River Modeling Support (2022-2027) Performance Work Statement (PWS)
1.0 SCOPE
1.1 OBJECTIVE
The objective of this agreement is to acquire contractor services to obtain and provide science-based information to assist and inform managers on improving water quality in the Klamath River Basin and Lost River Sub-basin. The contractor will work collaboratively with the United States Geological Survey (USGS) and Bureau of Reclamation Klamath Basin Area Office (KBAO) to gather surface water data and model water quality. Current versions of CE-QUAL-W2 Hydrodynamic Models for the Link River Dam to Keno Dam Reach, tributaries of the Upper Klamath River, and segments of the Lost River will be updated to evaluate water quality and develop potential management scenarios for water quality improvement.
1.2 BACKGROUND
KBAO oversees operation of the Klamath Reclamation Project (Project) located in south central Oregon and northern California. The Project provides water to approximately 200,000 acres of irrigable land in the Project area as well as two national wildlife refuges. Within and adjacent to the Project are several prominent water bodies including Upper Klamath Lake, Upper Klamath River, the Lost River, and associated tributaries.
KBAO, through operation of the Project, has responsibilities to meet water quality objectives in the Klamath River Basin. KBAO is named as a responsible party in several Clean Water Act Total Maximum Daily Loads (TMDLs) associated with the Klamath and Lost Rivers that were developed by California, Oregon, and the U.S. Environmental Protection Agency. KBAO also is responsible under a 2019 National Marine Fisheries and a 2020 U.S Fish and Wildlife Federal Biological Opinion (BiOP) to operate the Project in accordance with Endangered Species Act (ESA) BiOP requirements. Several endangered and threatened fish species reside within the Klamath River Basin. In addition, several Klamath River dams owned by PacifiCorp are scheduled for removal beginning in 2023. Reclamation will be taking legal possession and/or operational control of two dams not slated for removal (Keno Dam and Link River Dam) from PacifiCorp prior to the dam removal effort. Upon acceptance of the dams, Reclamation also will be responsible for legal implications currently the responsibility of PacifiCorp (e.g., TMDL water quality requirements, ESA requirements, contractual water right deliveries).
KBAO has been collaborating with the U.S. Geological Survey (USGS) and a private contractor since 2006 to develop knowledge and tools to better manage water-quality within the Upper Klamath River and its tributaries and the Lost River Sub-basin. This collaboration has led to enhanced water quality datasets, understanding of fundamental water quality processes such as algal decay, and the construction and enhancement of CE-QUAL-W2 water quality and hydrodynamic models as well as model scenarios that provide insight into how future operations could affect water quality. Past and ongoing work is focused on continued update and improvement of CE-QUAL-W2 models and evaluation of impacts related to potential water quality improvement efforts. The tasks described in this PWS are a continuation and expansion of this effort.
2.0 TYPE OF CONTRACT
The government will award a Firm Fixed Price Contract.
3.0 PERIOD OF PERFORMANCE
The Contract will be for a 5-year period from the date of award.
4.0 ADMINSTRATIVE INFORMATION

4.2 HOURS OF OPERATIONS
The contractor is responsible for conducting business during normal business hours or as needed with coordination with the Contracting Officer Representative (COR). Reclamation personnel will be available between the hours of 7:30 a.m. and 4:30 p.m., Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contract must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within the PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
4.3 PLACE OF PERFORMANCE
The work to be performed under this contract will be performed at the Contractor’s facility or the Government’s facilities as necessary with coordination with the COR.
4.4 SECURITY
The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
5.0 TASKS
The contractor shall perform the following tasks:
Task 1. Provide Technical Assistance with Water Quality Monitoring and Analysis Provide technical assistance to the USGS and KBAO in the planning, site selection, constituents, and collection of water quality samples each year. Assist in the review and evaluation of water quality analytical results and field parameter data. Parameters to be measured and analyzed may include field parameters (water temperature, pH, dissolved oxygen, specific conductance), flow, total nutrients (nitrogen and phosphorus), dissolved nutrients, particulate nitrogen and phosphorus, dissolved organic carbon, and chlorophyll a. The contractor will participate in one-to-two-hour, bimonthly group meetings to provide status updates. The contractor will assist in development and review of a peer reviewed USGS report documenting findings from Task 1 work. The report will be due May 1, 2027.
Task 2. Assist with Updates to Link River, Klamath River, Klamath River Tributaries, and Lost River Models Assist and provide technical input to USGS and KBAO in planning and implementing updates to the Link River, Klamath River, Klamath River Tributaries, and Lost River CE-QUAL-W2 Models. USGS will lead the Task 2 update effort. Model updates will include, but not be limited to: 1) model software updates, 2) updates to model source codes, and 3) updates to the overall versions of existing models.
Contractor will participate in one-to-two-hour, bimonthly group meetings to provide technical assistance in model update planning and status updates. The contractor will assist USGS in development and review of an USGS report documenting model update methods, results, and findings.
Report will be due May 1, 2026.
Task 3. Model scenarios with Link River, Klamath River, Klamath River Tributaries, and/or Lost River models Assist and provide technical input to USGS and KBAO in the development and implementation of water quality modeling scenarios. Scenarios may include, but not limited to, those directed towards informing Project operations, Project operational/management changes, restoration activities, or other changes in the Upper Klamath and Lost River systems. Scenarios to be evaluated may include, but not limited to: 1) recirculation of Klamath Straits Drain water, 2) modeling support for transfer of Keno Dam to Reclamation, 3) effects of management activities from Lower Klamath National Wildlife Refuge on Project infrastructure (e.g., Klamath Straits Drain) and Klamath River water quality,
4) improvements to dissolved oxygen conditions in Link to Keno reach of Klamath River, and 4) Upper Klamath basin natural flows simulations. The contractor will participate in one-to-two-hour, bimonthly group meetings to provide status updates. The contractor will assist in development and review of a peer-reviewed USGS report documenting model scenario methods, results, and findings.
Report will be due May 1, 2025.
Task 4. Characterize Particulate Organic Matter (POM) in Upper Klamath Reach (Link River to Keno Dam) Task 4 will be led by the contractor with USGS and Reclamation support. Contractor will conduct the following listed activities:
1. Characterize the sedimentation rate of POM during and after peak primary production months in the Link-Keno reach through field experiments to determine the downward flux of particulate organic carbon settling out of the water column.
2. Determine the anaerobic POM decay rate in the sediment of the Link-Keno reach, as well as develop estimates of aerobic decay rates in reservoir sediments. Evaluate the anaerobic and aerobic decay rates of newly deposited organic matter (within season, surface sediments) and older deposits (deeper sediments). Determine carbon dioxide (CO2) and methane (CH4) generation through bench top experiments and compute first-order decay rates under anaerobic and aerobic conditions.
3. Characterize the decomposition rate of POM as it moves vertically through the water column in the Link-Keno reach. Evaluate available dissolved oxygen and temperature data and the aerobic and anaerobic labile decay rates. Use field work findings to support POM decomposition rate characterization.
Contractor will produce a project report documenting methods, results, and findings that will be due March 31, 2027.
Task 5. Reporting – Documentation of Bimonthly Coordination and Technical Planning Meetings Participate in bimonthly meetings with KBAO and USGS. Provide technical input to task(s) relevant to coordination, planning, and implementation. Review and provide input to KBAO generated meeting agendas prior to meetings. Document meeting discussion. Provide draft meeting notes to KBAO and USGS for review. Finalize meeting notes within 30 days after meetings and provide copies to KBAO and Reclamation.

8.0 DELIVERABLES - The contractor shall submit the following reports in accordance with paragraph 7.0, “DATA AND REPORTS”:
