STATEMENT OF OBJECTIVE (SOO)
FOR
STATIC AIRCRAFT RELOCATION SERVICES
1. Purpose
1.1. This Statement of Objective (SOO) is prepared in accordance with (IAW) Federal Acquisition Regulation (FAR) 37.602(c). The interested offeror (Contractor) shall prepare and propose a Performance Work Statement (PWS) using the information contained in this SOO.
1.2. Interested offerors (Contractors) shall propose performance standards in their PWS. The Government shall evaluate the proposed standards to determine if they meet agency needs.
2. Scope
2.1. This is a non-personal services requirement. The Government shall not exercise any supervision or control over the Contractor performing services for this requirement.
2.2. The Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and quality control necessary to perform static aircraft (F-15 Eagle) relocation services.
The Government shall not be responsible for providing any of the above mentioned categories to the Contractor, unless there is a mutual agreement for any Government Furnished Property (GFP). GFP is not anticipated for this requirement.
3. Period and Place of Performance
3.1. The Period of Performance (PoP) for this requirement shall be a total of 45 calendar days from the award effective date. This period shall allow for the Contractor’s mobilization to the site and completion of services.
3.2. The static aircraft requiring relocation is an F-15 Eagle. It is currently located on the corner of Generals Boulevard and South Outer Road, Joint Base Cape Cod (JBCC), Buzzards Bay, Massachusetts (MA) 02542. The new location will be a prepared site adjacent to Joint Force Headquarters- Massachusetts (JFHQ-MA), 2 Randolph Road, Hanscom Air Force Base (AFB), MA 01731.
3.3. Maps are provided as Attachment 1—JBCC Map_Current Location of Static F-15 and Attachment 2—JFHQ-MA Map_Future Location of Static F-15.
4. Background
4.1. JBCC is home to the 102d Intelligence Wing (IW), Otis Air National Guard Base (ANGB). The F-15 Eagle was the primary aircraft for the 102d IW when it was a Fighter Wing (FW). The F-15 aircraft currently in operation are now flying out of the 104th FW, Barnes ANGB.
4.2. JFHQ-MA is located on Hanscom AFB and provides command and control of all National Guard forces in Massachusetts for the governor. This includes both the 102d IW and 104th FW. The F-15 static aircraft display proposed at JFHQ-MA will serve as a visual representation of the 102d IW’s heritage and the 104th FW’s current mission.
5. Performance Objectives
5.1. The interested offeror (Contractor) shall prepare and propose a Performance Work Statement (PWS), which clearly explains their plan to disassemble, transport, and reassemble the F-15 static aircraft from JBCC to JFHQ-MA.
5.2. The Contractor shall include timelines in their plan, so the Government can properly coordinate access to facilities and update senior leaders. The project timeline shall identify, at minimum, the date range of F-15 disassembly at JBCC, F-15 transportation from JBCC to JFHQ-MA, and F-15 reassembly at JFHQ-MA.
5.3. The Contractor shall identify any/all subcontractor(s) to the Government, so proper vetting can be accomplished.
5.4. The Government shall inspect the Contractor’s performance of this requirement throughout the entire PoP. This will ensure performance objectives are being completed according to the established standards.
5.5. The Government shall grant the Contractor approval of completion during the final inspection of services. Once the services are approved during the final inspection, the Contractor shall submit their final invoice for Government acceptance and approval.
6. Operating Constraints
6.1. Base Access: The Contractor shall comply with all base access procedures detailed in Attachment 3—102 IW Service Contract Procedures. This service requirement is unique with respect to having two different military bases with their own set of base access procedures. Please ensure procedures are followed to avoid unnecessary delays at the gate. The Government shall not be liable for any contractual delays resulting from base access requests, if the Contractor does not comply with the appropriate procedures.
6.2. Traffic: It is highly encouraged to the Contractor to become familiar with the transportation route and traffic patterns from JBCC to JFHQ-MA. Both areas have heavy traffic restraints depending on the time of year, day of the week, and/or time of the day. For example, JBCC area experiences extremely heavy traffic going towards Cape Cod during the summertime, particularly during the afternoon hours on Thursday/Friday. The Hanscom AFB area consistently experiences high-volume traffic in the morning and afternoon on Routes 3 & 128. The Contractor should make themselves aware of these patterns to avoid high-volume traffic that may result in performance delay.
6.3. Weather: This requirement is outdoors, so adverse weather may present challenges resulting in performance delay. The Contractor shall keep the Government aware of any/all updates to performance timelines, should the weather cause potential performance delay.
