About this file
This Sole Source Justification (SSJ) document details a non-personal services contract for maintenance and repair of Sensidyne GilAir Plus sampling pumps used by the Defense Centers for Public Health – Aberdeen (DCPH-A). The requirement is for a fixed-price contract with Sensidyne LP as the sole source, covering a base period from 30 September 2025 to 29 September 2026. Sensidyne is identified as the exclusive manufacturer and distributor of these specialized industrial hygiene equipment pumps, with unique proprietary software and technical expertise that makes them the only viable provider for these services.
The justification emphasizes that Sensidyne is critical to DCPH-A's Industrial Hygiene Program, as their equipment is essential for conducting hazardous air assessments. Market research conducted in February 2022 and verified in June 2025 confirmed no alternative sources exist. A Notice of Intent was posted on SAM.gov from August 1-16, 2025, with no responses received. The contract is being pursued under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold, with the Contracting Officer required to validate pricing fairness and reasonableness prior to award.

FAR 16.505(b)(2)(i)(C) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
FAR 16.505(b)(2)(i)(D) It is necessary to place an order to satisfy a minimum guarantee.
5. Reason for Authority Cited: The action requires the use of the authority cited under FAR 13.106-1(b)(1), which allows for soliciting from a single source when the acquisition is conducted under simplified acquisition procedures and only one source is reasonably available to meet the Government’s needs. Sensidyne, LP is the sole source manufacturer of Gilian, GilAir, and Gilibrator products, including commercial air sampling pumps and calibrators critical to the DCPH-A Industrial Hygiene Program. Sensidyne possesses unique qualifications as the only entity capable of performing repairs and software updates due to their proprietary software and equipment, which are essential for maintaining the functionality and accuracy of the equipment.
NOV 2024
No other contractor has the technical expertise, proprietary tools and parts, or access to the required software to service these specific products, making competition impractical. Sensidyne is the sole distributor of all parts and equipment and does not participate in agreements with third-party vendors.
a. Sensidyne, LP is uniquely qualified to fulfill the contract requirements because they are the original equipment manufacturer (OEM) of the GilAir Plus sampling pumps used by DCPH- A. Their proprietary software and specialized equipment and parts are necessary for repairs, maintenance, and software updates, ensuring the equipment operates accurately and reliably.
Sensidyne has a proven track record, having satisfactorily provided these services to DCPH-A from 1 July 2023 through 30 June 2024. Their exclusive knowledge of the equipment’s design and functionality, combined with their proprietary tools, makes them the only contractor capable of meeting the Government’s technical and operational requirements.
b. Failure to approve this sole source justification and award the contract to Sensidyne will result in severe consequences for the DCPH-A Industrial Hygiene Program and the broader mission of the Government. Without Sensidyne’s services, the program’s air sampling equipment will become inoperable due to the inability to perform necessary repairs and software updates. This will prevent DCPH-A from conducting required hazardous air assessments, leaving Commanders without accurate and timely risk assessments for Servicemembers. The lack of valid equipment readings will jeopardize readiness, compromise safety, and potentially decrease lethality due to unaddressed health risks from hazardous exposures.
Additionally, without contracted services, DCPH-A would be forced to rely on costly, non-contractual repair options through Government Purchase Cards (GPC) or one-time service agreements. These alternatives are significantly more expensive and involve lengthy procurement processes, leading to extended equipment downtime and delays in mission-critical operations. Such delays will impair the Industrial Hygiene and Laboratory Sciences’ ability to provide routine and emergency support, directly impacting the readiness and lethality of Servicemembers and undermining public health support for the warfighter.
c. The requirement is for the maintenance and repair of Sensidyne’s GilAir Plus sampling pumps brand products, as these are the only air sampling pumps and calibrators that meet the Government’s specific needs for hazardous air assessments. Market research confirms that no other companies’ products provide the same level of precision, reliability, or compatibility with DCPH-A’s existing systems. Alternative products lack the proprietary features, calibration standards, and software integration essential for accurate air sampling and compliance with regulatory requirements. Modifying other products to meet these needs is not feasible due to technical limitations and the absence of Sensidyne’s proprietary software, making the brand-name restriction essential to mission success.
6. Market Research: Market research, conducted primarily in February 2022 by the Occupational Health and Safety (OHS) Directorate and verified in June 2025, confirms that Sensidyne, LP is the only source capable of meeting the requirements of the DCPH-A. Sensidyne is the sole manufacturer of GilAir Plus sampling pumps, which are critical for DCPH-A’s
NOV 2024
mission to conduct precise and reliable hazardous air assessments to prevent workplace exposure-related injuries, diseases, and deaths. Sensidyne’s proprietary software, specialized equipment, and factory-trained/certified engineers are essential for performing maintenance, repairs, and calibrations. No other vendors possess the technical expertise, proprietary tools, or software required to service these pumps, and alternative products lack the necessary features, calibration standards, and compatibility with DCPH-A’s existing systems.
The February 2022 market research, supplemented by historical data from prior contracts (e.g., W91ZLK23P0065) and ongoing organizational knowledge, evaluated alternative products and services. No viable alternatives were identified, as other companies’ products are incompatible with DCPH-A’s systems and fail to meet the required precision and calibration standards.
Modifying alternative products is not feasible due to significant technical barriers and costs, which would compromise mission readiness.
In accordance with FAR 5.203, a Notice of Intent (NOI) for a sole-source acquisition was posted on SAM.gov on August 1, 2025, for a 15-day period, closing on August 16, 2025. No responses were received, further validating the absence of alternative sources.
Based on this comprehensive and current market research, competition is impractical. The Contracting Officer will proceed with a sole-source acquisition and negotiate directly with Sensidyne, LP, pursuant to FAR 13.106-1(b)(1), as only one source is reasonably available for purchases not exceeding the simplified acquisition threshold. The Contracting Officer will also validate pricing fairness and reasonableness prior to contract award to ensure alignment with market conditions.
The market research is thorough, complete, and current, confirming that Sensidyne, LP is the only qualified source capable of providing the required maintenance and repair services for the GilAir Plus sampling pumps. The proprietary nature of Sensidyne’s software and equipment, combined with the lack of viable alternatives, justifies the sole-source acquisition under FAR 13.106-1(b)(1).
