About this file
This document is a Justification and Approval (J&A) for a sole source contract award to the University of Colorado Anschutz Medical Campus (CU Anschutz) for a research study titled "An Assessment of an Accelerated Clinical Protocol for Rapid Return to Duty after Pneumothorax or Hemothorax". The contract will be a continuation of prior research performed by CU Anschutz under two previous competitive cooperative agreements. The objective of the study is to assess the effectiveness and safety of a nurse-driven, physician-supervised protocol to promote rapid discharge of patients with traumatic pneumothorax or hemothorax. The U.S. Army Medical Research Acquisition Activity (USAMRAA) will award the sole source contract on behalf of the U.S. Air Force 59th Medical Wing, Science and Technology Office at the U.S. Army Institute of Surgical Research. The key required capabilities include research preparation, data collection, and technical analysis of relevant clinical endpoints and adverse event rates. Interested sources must submit capability statements no later than 1:00 pm EST on May 20, 2024.

Award Number: ; Period of Performance: 30 September 2020 – 29 September 2024; Total Award Value:
(2) The two prior cooperative agreements were competed through full and open competition via prior USAMRDC BAAs.
(3) No sole source authority was previously cited for the previous cooperative agreements as they were awarded through full and open competition.
(4) No justification was prepared to support the previous cooperative agreements as they were awarded through full and open competition.
(5) The prior awards listed above were accomplished using full and open competition by meeting a required topic area in previous USAMRDC BAAs and receiving favorable scores in peer and programmatic reviews; however, the project as a whole was in the early stages of development and the prior actions were awarded as assistance agreements. The current study is a direct continuation of the early portions of the research and a sole source contract is now required, as no other entity can continue the research without a duplication of cost, time, and effort.
(6) No unusual patterns were revealed by the acquisition history.
(7) No justifications were prepared to support the procurements made before this one as they were competed through full and open competition on the USAMRDC BAA.
