Full and Open Competition
1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI) Rock Island Arsenal, Rock Island, IL 61299-8000.
2. Description of Action: Tooele Army Depot (TEAD) requests a firm-fixed price (FFP) 12-month contract with TEAM Industrial Services Inc. (TISI). ACC-RI projects award for
, Operations and Maintenance, Army funds.
An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement (DFARS) 207.103(d)(i)(B).
The previous requirement for these services was not competed, under the authority of Federal Acquisition Regulation (FAR) 6.302-1. That justification, signed by the Contracting Officer, did not include a paragraph to increase competition; therefore, the approval level of this Justification and Approval (J&A) shall be a level above the approval authority of the previous J&A in accordance with (IAW) DFARS Procedures, Guidance and Information (PGI) 206.304(a)(S-70)(ii)).
3. Description of Supplies/Services: TEAD with Naval Air Warfare Weapons Division (NAWCWD) has a joint operations mission requirement for Rolling Airframe Missile (RAM) X-Ray and Ultrasonic Testing Services to provide on-site technicians and radiographic equipment, conduct radiographic inspections, and provide test results in a digital format to TEAD and/or NAWCWD personnel.
