About this file

This is a Sole Source Justification memo for a purchase order under the Simplified Acquisition Threshold (SAT) for CEATI International professional memberships, along with a related Special Notice of Intent to Sole Source. The U.S. Army Corps of Engineers (USACE), Humphreys Engineer Center Support Activity (HECSA) intends to award a 12-month firm-fixed-price purchase order for $30,042.50 to CEATI International for membership in five discipline groups: Dam Safety, Hydropower Plant Equipment, Hydropower Operations and Planning, Protection & Control, and Stations Equipment.

The justification indicates CEATI is a unique international organization with over 130 participants that facilitates information exchange through industry conferences and technical collaboration. Previous related contracts include W912HQ23P0124 for $18,250 (Dam Safety membership only) and W912HQ22P0105 for $23,500 (Dam Safety and Common Project memberships). The Special Notice allows interested firms 10 days from publication to demonstrate their ability to provide equivalent memberships, though the government maintains discretion on whether to compete the requirement. USACE cites the benefits of membership as including knowledge sharing, technical training, industry standardization, and maintaining their status as a premier public engineering organization.
