About this file

This document is a detailed purchase description for Megger electrical testing equipment, specifically focusing on specialized instruments for transformer and electrical system diagnostics. The U.S. Army Corps of Engineers (USACE) at Humphreys Engineer Center Support Activity is seeking to procure multiple Megger testing devices, including the TTRU1 Handheld Transformer Turns Ratiometer, ODEN AT primary current injection test system, S1-1068 insulation tester, and MRCT current transformer tester. The pre-solicitation is targeted at small businesses with NAICS code 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals), with the equipment to be delivered to the U.S. Army Prime Power School in Fort Leonard Wood, MO within 90 days of contract award.

The solicitation (W912HQ25S0052) is structured as a Firm Fixed Price contract below the simplified acquisition threshold. Interested vendors must submit a capability package including organization details, CAGE Code, socioeconomic status, and comments on the draft Statement of Work. Key submission deadlines include a response deadline of 3:00 PM EST on August 7, 2025, and a questions deadline of 3:00 PM EST on August 4, 2025. Responses can be submitted via email to Giorgiana Chen or Jordan Baker. The market survey is informational only, with the government reserving the right to reject any input and making no commitment to award a contract through this process.

Megger TTRU1 Handheld Transformer Turns Ratiometer. The TTRU1 is a handheld device designed to test transformers, including distribution, instrument (CTs and PT/VTs), and power transformers. It performs various tests to assess the condition of transformers, including:

Turns Ratio Testing (TTR): It measures the ratio of the turns in the transformer's windings, which is crucial for ensuring proper operation.

Polarity Validation: It determines if the transformer windings are connected in an additive or subtractive configuration.

Excitation Current Testing: This test helps identify issues within the transformer, such as magnetic core problems, winding faults, or tap changer problems.

Go/No-Go Tests: It can also perform short circuit, open circuit, and inductance tests.

Easy to use with a full-color LCD screen and simple setup. Provides accurate results with minimal user input. Can store many test results. Battery-powered and portable. Can export results to a computer or USB drive. A small handheld device comes with special tools kit for MEP 810D. Used widely in the battalion. Measures small CTs accurately and most Voltage transformers single phase.

Megger has specially designed the ODEN AT primary current injection test system for testing circuit breakers (CBs) and protective relay equipment. You can also use it to test the turns ratio of current transformers and for other applications that require high variable currents. Additionally, you can set the ODEN AT to test circuit breakers with reclosing relays and sectionalisers, and it is ideal for performing heat runs as the current can be applied continuously or through programmable intervals. The ODEN AT can also test the integrity of earth/ground grids and safety-ground devices.

The system consists of a control unit with one, two, or three current units. The current unit has three versions: S, X, and H. The S and X current units are identical, except the X unit has an additional 30/60 V output. The H unit is rated for an even higher current. These current units make it possible to configure the ODEN AT system for various tests.

The control unit has many advanced features, such as a powerful measurement section that can display turns ratio and time, voltage, and current. You can also make use of a second measurement channel to test an additional current or voltage. The ODEN AT can calculate the current transformer turns ratio, impedance, resistance, power, power factor, and phase angle.

The current and voltage can be presented as percentages of nominal value. It also has a fast-acting hold function that freezes short-duration readings on the digital display, so when the voltage or contact signal arrives at the 'stop' input, the object under test interrupts the current, or the injection is stopped.

All parts are portable, and the ODEN AT can be quickly disassembled, assembled, and connected.

The Megger S1-1068 offers several key features, including a dual case design for durability, an intuitive interface with rotary switches and a backlit display, and various test modes such as IR, timed IR, DAR, PI, DD, SV, and ramp diagnostic tests. It also has advanced memory storage with time/date stamping and data logging, safe data transfer via isolated USB or Bluetooth, and high noise immunity for reliable operation in noisy environments. This instrument is used for testing insulation in various electrical equipment, including high-voltage power cables, switchgear, transformers, motors, generators, circuit breakers, and bushings. Using the Megger S1-1068 aids in predictive maintenance, improving the reliability of electrical equipment and reducing downtime by preventing unexpected failures.

The MRCT is a portable tester used for comprehensive testing of current transformers (CTs), including demagnetization, ratio, saturation, winding resistance, polarity, phase deviation, and insulation tests. It can also test voltage transformers (VTs) and single-phase relays, and can be configured for DC excitation tests to measure CT knee points up to 30 kV. The MRCT simplifies testing by automating calculations, providing a microprocessor-controlled output, and allowing for simultaneous testing of all taps on multi-ratio CTs. It can be controlled via a touch screen interface or a laptop with specific software.
