About this file

This document is a Description of Requirements (DOR) for a ballast tamper attachment for an excavator, issued by the U.S. Army Engineer Research and Development Center (ERDC). The requirement is for one attachment compatible with a CAT model 305 excavator, specifically designed to support weapons effects testing on railroad infrastructure vulnerability and repair strategies. Key technical requirements include a 270-degree rotation system, replaceable tamping tines, auxiliary circuit flow not exceeding 21 GPM, auxiliary circuit pressure not exceeding 3800 psi, weight under 5K, inclusion of a tamper stand and vibrating unit, and a squeeze cylinder pressure not exceeding 3000 psi.

The solicitation is a 100% small business set-aside using NAICS code 336510 with a size standard of 1,500 employees. Offers are due by 24 July 2025 at 4:00 PM CST, to be submitted via email. The evaluation will be based on lowest price and technical capability, with the government intending to award without discussions. The selected attachment must be delivered to ERDC in Vicksburg, MS within 30 days of award, with shipping costs included and installation support required. The solicitation number is W912HZ25Q5694, and the procurement will be conducted using simplified acquisition procedures.

Description of Requirement

Excavator Ballast Tamper Attachment

Quantity: 1

Purpose

The U.S. Army Engineer Research and Development Center (ERDC) urgently requires a dedicated ballast tamper attachment for our excavator to support a critical weapons effect testing project focused on railroad infrastructure vulnerability and repair strategies. Currently, the Geotechnical and Structures Laboratory (GSL) possesses no machinery capable of effectively simulating real-world track maintenance and repair scenarios. Our present method, manual tamping, is demonstrably insufficient. It lacks the precision, consistency, and dynamic compaction capabilities necessary to accurately replicate the forces experienced during both damage events and subsequent repair procedures. This attachment is not simply for repair; it is integral to the entire testing process. It allows for controlled compaction, simulating realistic ballast vibration profiles crucial for understanding how infrastructure responds to impact and stress. Without this capability, data accuracy and the validity of repair strategy evaluations are severely compromised.

The specific requirements for this new equipment are detailed in the following sections.

Ballast Tamper Attachment Requirements

This requirement describes the requirement for quantity one (1) ballast tamper attachment that is capable of operation with the machine we currently own, a CAT model 305.
