About this file
This document is a Purchase Description for a Corps Water Infrastructure Financing Program (CWIFP) subscription to Fitch Ratings PRO, a credit ratings agency service. The procurement seeks two user accounts for accessing in-depth financial analysis and research on creditworthiness, financial health, and credit risk assessments, specifically to support due diligence for municipal borrowers seeking loans. The subscription includes a base year and four 12-month option years, with electronic delivery to katherine.k.jarl@usace.army.mil and remote access from government-assigned laptops.
The related federal contract opportunity is a Request for Information (RFI) for a similar subscription service, this time for Moody's Credit View Research Select. The RFI indicates the government anticipates a sole source, firm fixed-price contract with Moody's Analytics, Inc., comprising a base year and four one-year option periods. Vendors who believe they can provide the required product subscription are invited to submit written notice with supporting evidence to the Contracting Officer within 15 days of publication. The solicitation is issued by the Department of the Army Corps of Engineers National Capitol Region Humphreys Engineer Center Support Activity, with the solicitation number W912HQ25S0056.

Purchase Description Nationally Recognized Statistics Rating Organization Fitch Ratings PRO Date: 08 AUG 2025
1. Description & Purpose: The Corps Water Infrastructure Financing Program (CWIFP) must purchase subscription services for financial analysis on the credit ratings of its prospective borrowers. CWIFP requires borrowers to submit a preliminary rating opinion letter from a Nationally Recognized Statistics Rating Organization (NRSRO), and prior to loan execution, the borrower must submit one final rating opinion letter. These ratings assess the borrower’s overall creditworthiness and indicate the level of risk to the government for entering into a loan agreement with the borrower. CWIFP’s primary applicants will be municipal borrowers.
CWIFP is requesting to purchase a subscription to Fitch Ratings PRO (2 users), which provides in-depth analysis and research on the creditworthiness, financial health, and credit risk assessments of entities rated by Fitch along with sector trends and market developments.
2. Scope: Access to Fitch’s analysis is critical to CWIFP’s due diligence process for evaluating borrower credit risk and negotiating security structures and loan terms to mitigate identified risks. Without access to this platform, CWIFP will be negatively impacted as critical financing decisions will not be made in a timely manner, delaying loan execution while also causing increased risk to the government and taxpayers.
