About this file
This Performance Work Statement (PWS) details a crane service requirement for the U.S. Army Engineer Research and Development Center (ERDC) at Fort Polk, Louisiana. The contractor must provide a 225-ton crane with an NCCCO-certified operator for five consecutive working days (January 18-22, 2026), supporting experimental wall assembly and component testing at the ERDC Testing Facility. The crane will perform multiple lifts involving a wall assembly (max weight 68,500 lbs), 32 rebar mats, 9 kicker assemblies, and 2 anchor beams, with a maximum lifting radius of 45 feet.
Key requirements include delivering the crane to the Alligator Lake Staging Area by 0800 on January 18, 2026, operating during an 8-hour workday (0800-1630), and providing all necessary equipment for rough terrain and potentially moist conditions. The contractor must submit a detailed lift plan, provide crane mats, and ensure compliance with security protocols. The ERDC will provide government personnel to assist with component movements and supply lifting lugs designed per ASME BTH-1-2017 standards. The project focuses on facilitating precise and complex lifting operations for structural testing purposes.

The Contractor shall provide one (1) minimum 225-ton crane and a National Commission for the Certification of Crane Operators (NCCCO) certified operator to perform various lifts for the U.S. Army Engineer Research and Development Center (ERDC). The lifts will assist in experimental wall assembly and erection for testing at the ERDC Testing Facility (ETF) (Range 15a), Millcreek Road, Fort Polk, LA.
The contractor shall deliver the crane in a timely manner in accordance with the scheduled date. The crane is a requirement for this project due to the dimensions and weights of the components to be lifted.
The contractor shall also provide an operator and rigging services, as required, for crane preparation and operation in the field.
2. SCOPE/SCHEDULE:
Provide one (1) crane (225-ton minimum) for five (5) consecutive working days (8 hrs/day). POP during the period 18 JAN 2026 through 22 JAN 2026.
Provide one (1) crane (225-ton minimum) with NCCCO certified crane operator and necessary equipment and personnel to facilitate lifting and placement of various components: wall assembly, 32 rebar mats, 9 kicker assemblies, and 2 anchor beams, per customer’s direction.
Standard Rigging will be required.
a. Max Weight Lifted: 68,500 lbs. under the hook, excluding rigging. The wall assembly, which is the heaviest item, will require 2 lift locations. These 2 lift locations are separated by a travel distance of 1,225 feet. The first lift location is to place the wall assembly on a government supplied semi-trailer. This will be transported down range for final placement. At the second lift location the wall assembly will be lifted from the truck, placed on the ground and then tilted to be placed on a slab in an excavation.
b. Max Lifting Radius: 45’ (Center-pin of crane to center to expected furthest lift/set location)
a. True radius is determined by crane supplied.
c. The contractor will provide a lift plan and all rigging below the hook.
a. The proposed lift plan at a minimum will include all rigging proposed for each lift, 2 transit lifts, and 1 tilt to install lift, of the wall assembly. Note: the tilt to brace and re-set should not be proposed in the lifting plan.
b. The government will provide lifting lugs on the wall assembly as shown in the attachment. If the contractor would prefer lugs placed in alternative locations, this should be noted in the proposed lift plan.
c. The government will provide 4 Crosby high strength alloy 12.5-ton shackles with 1.125” diameter pins for the top lifting lugs if needed.
d. The contractor will provide crane mats.
a. The government will provide onsite forklift to facilitate setting mats.
3. SCHEDULE:
The crane must be at the Alligator Lake Staging Area or “Parking” lot before 0800 18 JAN 2026 at the commercial gate of Ft. Polk; the physical address is 542 LA-469, Leesville, LA 71446. The crane will be escorted from there to the ETF (Range 15A). The crane operation will be for a standard 8-hour workday, 0800-1630 each day.
4. CONTRACTOR PERSONNEL AND LAB ACCREDITATION:
The contractor shall provide a qualified and NCCCO certified crane operator to support the project goals during the listed working hours above.
