PROJECT TITLE

National Flood Risk Management Program (NFRMP) Websites and Online Tools, Maintenance and Migration

BACKGROUND

This contract will support the NFRMP team and its multiple websites and online tools that communicate program activities and accomplishments and promote internal and external coordination and collaboration to meet program objectives. The NFRMP is managed by the USACE Headquarters (USACE HQ) Office of Homeland Security (OHS). The USACE Institute for Water Resources (IWR) provides staff support to the USACE HQ OHS.

IWR and Related Program Missions:

IWR was formed to provide forward-looking analysis and research in developing planning methodologies to aid the Civil Works program. IWR is a field operating activity under the supervision of the Director for Civil Works, USACE. IWR fulfills its mission by supporting the USACE Civil Works Directorate, Major Subordinate Commands, and District offices by providing: (a) analysis of emerging water resources trends and issues, (b) state-of-the-art planning and hydrologic engineering methods, models and training, and (c) national data management of results-oriented program and project information across Civil Works business lines.

IWR is the USACE center of expertise for integrated water resources management, focusing on planning analysis and hydrologic engineering and on the collection, management and dissemination of Civil Works and navigation information, including the nation’s waterborne commerce data. It also serves as the USACE center of expertise for dam and levee safety, climate change adaptation, collaborative planning, and environmental conflict resolution, and operates the International Center for Integrated Water Resources Management under the auspices of the United Nations Educational, Scientific and Cultural Organization.

IWR provides program management support to the USACE HQ OHS, namely for the USACE National Flood Risk Management Program (NFRMP), Floodplain Management Services (FPMS) Program, and the National Silver Jackets Program.

OHS and Program Missions The USACE HQ OHS helps lead the nation to better comprehensive disaster risk management, helping to align USACE policies, programs, and resources such that shared responsibility of the whole community are integrated and proactive. A dual-hatted member of the Senior Executive Service leads both the OHS, which is part of the Directorate of Civil Works, and the Directorate of Contingency Operations. The Director of Contingency Operations and Homeland Security is responsible for integration and synchronization of national flood risk management activities between USACE and FEMA, other Federal agencies, Tribal governments, and state, regional and local agencies. The NFRMP is one of several programs housed in the OHS.

NFRMP including National Silver Jackets Program The NFRMP mission is to integrate and synchronize the ongoing, diverse flood risk management projects, programs and authorities of USACE, both internally and with counterpart projects, programs and authorities of other Federal agencies, state and tribal organizations, and regional and local agencies. USACE seeks to accomplish the Program’s vision and mission in partnership with all flood risk management stakeholders, recognizing the responsibility for managing flood risks in the United States is shared across the Federal, state, tribal and local levels of government, non-governmental organizations, and the private sector.

The NFRMP is viewed as an “umbrella” program that is intended to bring together the multiple USACE functional areas, programs, authorities and resources related to flood risk management that are spread across the Civil Works Directorate. Because the USACE flood risk management mission encompasses all the Directorate of Civil Works, placement within the OHS positions the NFRMP to easily integrate and work across programs and CoPs to incorporate the principles and goals of the program into broader agency actions and decision-making.

Except for the Flood Risk Management Business Line Manager and NFRMP Program Manager, most of the regular and permanent support for the NFRMP comes from IWR staff. A relationship has been developed between USACE HQ OHS and IWR to ensure strong and continuous support for the NFRMP. The USACE HQ / IWR NFRMP team manages the national execution of the program, establishes new and promotes existing internal and interagency partnerships at the national level, and manages the development of national policy and guidance for the NFRMP.

The USACE National Silver Jackets program came under the umbrella of the NFRMP in 2006 and is an integral part of NFRMP efforts to operationalize USACE support to state-led interagency flood risk management teams. The objective of the National Silver Jackets Program is to lead collaborative, comprehensive and sustainable solutions to improve safety and reduce flood damages to our country. The overarching program goal is to integrate and synchronize the ongoing, diverse flood risk authorities of other Federal agencies, state, regional and local agencies, Tribal governments, organizations and others.

The Contractor shall successfully integrate and coordinate all activities needed to execute this requirement. The Contractor shall manage the timeliness, completeness and quality of problem identification. The Contractor shall also provide corrective action plans, submittals, timely identification of issues, and effective management of subcontractors as necessary. The Contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all Contractor personnel.

Quality Assurance (QA) The Government will monitor the Contractor's performance under this contract. The Government has the right to conduct inspections and performance evaluation at any time and at any place where contract performance occurs. If any aspect of the performance is not in conformance with the requirements of this contract, the Government has the right to issue to the Contractor a Contract Discrepancy Report (CDR). The Contractor shall explain in writing why performance was not in conformance with the requirements of the contract, how performance will be returned to conformance, and how recurrence of the problem will be prevented in the future. The Contractor shall complete and return the CDR to the KO and COR within five workdays after receipt of the CDR. The Contractor shall maintain copies of all inspection and evaluation reports. Government review of Contractor deliverables will be guided by the Quality Assurance Surveillance Plan (QASP). The QASP will be based on the requirements and acceptance criteria in the PWS and aligned with the design, implementation and testing plans in coordination with the Contractor.

REQUIREMENTS AND APPLICABLE DOCUMENTS

This section describes general requirements and related considerations for completing the described tasks.

General Requirements General performance requirements that pertain to this contract include:

· The platform service should be provided in accordance with the Risk Management Framework (RMF) process defined in National Institute for Standards and Technology (NIST) 800-37. Site Operations & Maintenance (O&M) and further site development should pursue a strategy consistent with Federal, DOD, Army and USACE policies and requirements related to a cross-agency website, unless otherwise agreed upon. Ensure all related software is properly maintained and updated to the most secure version as patches come out.

· Utilize server technologies and standards that have an Army Certificate of Networthiness (CoN) as appropriate (unless otherwise agreed upon by the KO).

· Utilize approved USACE ACE-IT technologies and software for any new developments as appropriate.

· At any time, all the website files, documentation and content may need to be transferred back to the Government or transferred to another Contractor. Notification will be given to the Contractor at least two (2) weeks prior to the required move to a location specified by the Government. The Contractor will be responsible for moving the content to the Government or designated location and ensuring that websites work correctly.

· Downtime due to maintenance or other factors should be limited to evenings and weekends outside of business hours or should otherwise be coordinated with the Government Representative.

· As applicable, any future work should adhere to the standards of accessibility as outlined in Section 508 of the Rehabilitation Act (as applicable). Documentation of these standards must be provided every six (6) months, at Government request. This includes any scanned or digitized items.

· Encourage the use of responsive web design in accordance with the Digital Government Strategy: “anywhere, anytime, on any device” (e.g., using HTML5).

· Encourage best practices for structuring and tagging content (metadata and keywords) and data for search engine optimization and machine-readability.

· Promote best practices for usability and search.

· Promote effective content lifecycle management to eliminate outdated content not defined as archival.

· Promote next-generation open web development, including use of content delivery networks, content management systems, and common code libraries, frameworks and tools.

· Leverage and use URL shortening in lieu of new domain requests.

· Ensure all newly created websites meet digital government website requirements (http://www.digitalgov.gov/resources/checklist-of-requirements-for-federal-digital-services/).

· Develop and manage any configuration management (CM) requirements

· Ensure all new coding uses existing system standards for any new tasks within the PWS.

· Ensure that any newly created websites (within this PWS) meet DoD, Army and USACE security standards and/or policies.

· Support the use of web analytics in partnership with the GSA Digital Analytics Program (DAP), as applicable and within task descriptions.

· Comply with existing information security and acquisition standards, including Internet Protocol Version and continuous monitoring (OMB direction, 09/28/10).

· Cross browser compatibility - Internet Explorer, Firefox, Safari, Google Chrome, Opera, and mobile browsers.

· Create and provide routine documentation to adhere to Army and ACE-IT standards during the duration of the contract. This will include a waiver for using a non .mil URL and other related documentation. This also includes a Section 508 scan that shows “pass” on all issues or an explanation of why it cannot pass. Any “fails” must be remedied as appropriate. Complete a USACE form on Personally Identifiable Information (PII) and ensure no PII is publicly available and any internal information is done in accordance with PII rules.

· Ensure website and database services via a common platform.

· Ensure domain registration.

· Obtain Secure Sockets Layer (SSL) certificate.

· Ensure any additional certifications, domains or other website related expenses are covered to keep all tools up and running as expected.

· Ensure all data created within this PWS is routinely backed up per best practices and related policies to prevent data loss. Database backups will occur on a routine basis per best practices and minimally done every day overnight. Establish database backup schedule for:

· Hot and/or cold backups

· Import / exports

· Establish maintenance plans depending on requirements for recovery

· Ensure Oracle databases are in archiving mode as required for recovery

· Perform database recovery as needed

· Validate / test database backups and recovery

· Monitor and verify database backups

· Ensure that licenses are consistent with USACE requirements, which may require additional software purchases or upgraded versions. This could be purchasing, rental or other related fees. This will include a DotNetNuke and renewal for one years, possible two years. As applicable, Contractor will use CHESS or Government approved purchasing process.

· Installation and updates of existing software or security patches (as applicable).

· General troubleshooting and coordination across all tool proponents.

· Ensure access of other USACE-hired proponents to specified tools and sufficient server space. Additionally, ensure future access and space for expansions and additions to the specified tools.

· Ensure all databases are using Oracle with a Linux Operating System per the standard ACE-IT configuration, as applicable. This requirement may change when migrating to CWBI platform.

· Any other tasks to ensure the continuation of the existing platform and tools along with advancements and future developments on this platform as described.

· Promote the use of plain language, in accordance with the Plain Language Act of 2010.

· Use the USACE PAO branding guide and website visual on the FRMP as well as Silver Jackets Public website (with some possible exceptions).

· Maximize the use of the government style guide, as applicable (https://playbook.cio.gov/designstandards/).

· Align with ACE-IT Standards and CWBI integration plan (as applicable).

· Develop applications compatible with industry and government best practices for application development and design including DoD cloud computing SRG, and all applicable DISA Secure Technical Implementation Guides (STIG), including application development STIG, Apache STIG, Database STIGS, container STIGS. Architecture must follow established Army and USACE infrastructure development patterns and be consistent and with current Authority to Operate (ATO) approvals. Attention to currently approved frameworks is to ensure the government can fully deploy the developed applications without seeking new approvals which would incur significant government effort and may not be granted. If a commercial OTS (off-the-shelf) or COTS (custom off-the-shelf) framework is proposed, then the cost of the component should be considered closely as it may have an impact on deployability. To maintain the maximum level of compatibility with current production environments and enterprise policies, the development will be compatible with the CWBI cloud environment. Government acceptance of code for delivery will require remediation or justification for any vulnerabilities identified using automated code scanning tools. SQL injection, cross site scripting, and server misconfiguration are of particular concern.

Qualifications It is anticipated that extensive subject matter expertise, good project management, and cutting-edge technologies and strategies will be required to perform this task. A strong analytical background and extensive USACE experience working with IWR, HQ and District Flood Risk Managers and Silver Jackets Coordinators and team members will be essential. Specific qualifications include:

· Strong communication, writing and outreach skills will be necessary for some of these tasks. Preferred experience includes

· Creating a web design that reflects the existing design and USACE Public Affairs Office branding, as applicable for the FRMP and Silver Jackets public website.

· Documenting information or creating a design draft for website and database technology, system requirements, server space required, type of server, server configuration, database configuration, metadata schema and definitions, central processing unit (CPU) requirements, operating system type,…
