PERFORMANCE WORK STATEMENT (PWS)
IMPLAN ECONOMIC DATA AND MULTIPLIERS FOR USACE REGIONAL ECONOMIC DEVELOPMENT ANALYSIS
1. BACKGROUND AND PURPOSE
The United States Army Corps of Engineers (USACE) Institute for Water Resources (IWR), established in 1969, provides forward-looking analysis and research to support the Civil Works (CW) program and mission. IWR is a special element of USACE devoted to analyzing the changing water resources management conditions and developing planning methodologies and analytical tools to address the economic, social, institutional, and environmental needs for water resources planning and policy. IWR is located at the Humphreys Engineer Center, Fort Belvoir, Virginia, within the Washington DC, National Capital Region (NCR). IWR has satellite centers in New Orleans, LA, Davis, CA, Golden, CO, and Pittsburgh, PA.
IWR is currently responsible for several water resources activities or programs including the evaluation of CW strategic plans, CW policies and programs, investment and financial analysis, performance measurements and evaluations, infrastructure analysis, and other water resources-related activities. IWR provides technical assistance to USACE division offices, district offices, and laboratories, as well as other Federal agencies, international organizations, financial institutions, and foreign governments in a broad range of topic areas related to levee and dam safety, risk assessment, dredging requirements, port/waterway transportation, aquatic ecosystem restoration, environmental stewardship, flood and drought risk management, emergency preparedness, watershed planning, regulatory, multipurpose water resources, including hydroelectric power, water supply and reallocation, recreation, and other water and related land resources issues.
Among these various responsibilities, IWR – via the Regional Economic Systems (RECONS) Program – is tasked with developing analytical frameworks and supporting the USACE district offices to evaluate and estimate the Regional Economic Development (RED) benefits and contributions associated with USACE projects, programs, and infrastructure investments. These benefits fall into the RED account—one of the four primary accounts used to evaluate projects—capturing changes in the distribution of regional economic activity resulting from USACE activities. These activities span key business lines, such as flood risk management, navigation, hydropower, water supply, recreation, etc. The RED account assesses the economic shifts that occur within the affected regions, including impacts on employment, business activity, and local economic resilience. Regional economic impacts and contributions are measured as economic output, jobs, income, and value added. Estimates are calculated for three geographic areas: local, state, and national.
Currently, RED impact analysis uses IMPLAN economic multipliers as the underlying analytical structure for estimating the ripple effects of economic changes across industries from Corps activities. These multipliers capture direct, indirect, and induced impacts of USACE projects, illustrating how shifts in investments or infrastructure development permeate throughout the regional economies, influencing employment, business activity, and overall economic resilience. By leveraging IMPLAN’s latest economic data/multiplier, the RED analysis can effectively evaluate the shifts in economic activity resulting from USACE projects. IMPLAN is the industry standard for the Input-output economic modeling.
2. SCOPE
The purpose of this Contract is for USACE to acquire the most recent IMPLAN National Data Package and have access to IMPLAN’s cloud-based web services. This will include full access to the IMPLAN National Dataset, including all the industry sectors, all state totals, and each individual county in the U.S., as well as access to the IMPLAN cloud and web services throughout the agreement period or period of performance. This Contract will grant access to up to five designated users, allowing them to fully utilize the most up-to-date IMPLAN economic multiplier and industry data and web-services to conduct USACE RED analysis on behalf of the USACE enterprise.
Additionally, throughout the agreement period or period of performance, the Contractor will provide necessary customer service and technical support in addition to providing full access to the latest IMPLAN National Dataset, ensuring the users have adequate assistance to fully and best utilize the IMPLAN data/services.
