About this file
This Performance Work Statement (PWS) details requirements for maintenance and calibration of Fiber Optic Test Instruments for the U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory. The government seeks a contractor to perform calibration and repair of approximately 75 fiber optic test instruments annually over five years, spanning brands like EXFO, Fujikura, Sumitomo, Fluke, AFL, OFS, and FIS. Specific requirements include instrument inspection, repair, calibration to National Institute of Standards and Technology (NIST) standards, and returning equipment within three weeks, with an estimated 300 general calibrations needed during the contract period.
The procurement will be conducted as a Master Blanket Purchase Agreement (BPA) with up to five awards, 100% set aside for small businesses. The total estimated contract value is $243,750 over five years, with individual purchases not exceeding $250,000. Contractors must provide technical documentation demonstrating capability to service instruments like Optical Time-Domain Reflectometers (OTDRs), fusion splicers, and associated equipment. The solicitation requires offerors to submit technical documentation, a non-binding price list, and a quote for the first BPA call, with award based on technical acceptability and lowest price.

PERFORMANCE WORK STATEMENT (PWS)
Fiber Optic Test Instruments Maintenance and Calibration
Master Blanket Purchase Agreement (BPA)
PROJECT SCOPE
The U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) requires calibration and repair, as necessary, of the Fiber Optic Test Instrument calibration and maintenance, including Optical Time-Domain Reflectometer (OTDR), Fusion Splicer Maintenance, Cleaver Maintenance, and follow Rigid Procedures.
REQUIREMENT
The government currently owns multiple Fiber Optic Test Instruments. Brands include but are not limited to EXFO, Fujikura, Sumitomo, Fluke, AFL, OFS, and FIS (see Attachment A for a list of government owned instruments). The Contractor shall be responsible for calibration and repair of this equipment as requested by the Government.
The technical capabilities required for this effort include:
a. Repair and Calibration Existing Equipment. An estimate of 75 pieces of Fiber Optic Test Instruments/Equipment will need to be inspected, repaired and calibrated annually over the next five years. Repairs will be on an as needed basis and may include, but are not limited to, OTDR verification and calibration (with certification), fusion splicer maintenance, cleaver maintenance, equipment cleaning, and bug fixes and modifications to meet the new and existing requirements.
The Fiber Optic Test Instrument needing calibration and repaired will be shipped by Government to contractor’s facility. Within two business days, contractor will provide an estimate of work to be performed, including cost of parts, labor, and return shipping.
Upon approval by Government personnel, Contractor will provide necessary replacement parts and make necessary calibrations and repairs, returning the fiber optic instrument to fully functional status. Contractor will ship the fiber optic instrument back to Government POC within 3 weeks for a standard repair or service. Contractor shall specify clearly on the estimate if longer lead times are needed.
b. Calibrate Existing Equipment. An estimated of not more than 300 general calibrations will be needed over the next five years.
The fiber optic test instruments needing calibrated will be shipped by Government to contractor’s facility. Within two business days, if the estimated cost exceeds the standard charge, contractor will provide an estimate of work to be performed and return shipping. Upon approval by Government personnel, Contractor will complete necessary work and will ship camera back to Government POC.
DELIVERABLES
The deliverables for these tasks will include:
1. When equipment is received by the Contractor, the Contractor will perform initial service inspection and, if additional service is required, a quote for the additional service/repair must be sent to the POC below before proceeding. An additional BPA call will be issued to cover the additional service/repairs.
2. Completed calibration and repairs on equipment to the National Institute of Standards and Technology (NIST) with printed standard summary report with the instrument.
3. Equipment returned via ground shipment to the ERDC to the POC below.
4. Invoice for service by line item.
PLACE OF PERFORMANCE
Primarily at the contractor’s facility.
PERIOD OF PERFORMANCE
The Master BPA will initiate upon award and allow for ordering up to five years or until max capacity is met. Each BPA call will specify performance periods from receipt of the ERDC-owned equipment.
AWARD TYPE
A master BPA with individual BPA calls is anticipated.
SECURITY REQUIREMENTS
General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures.
The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures - -this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
Escorting in classified and/or sensitive areas: In accordance with applicable regulations, all contract personnel who do not possess the appropriate security clearance or access privileges will be escorted in areas where they may be exposed to classified information or operations, sensitive information or activities, or restricted areas.
