STATEMENT OF WORK
Repair Various Items, Hangar 18

1. GENERAL
1. The work covered by this Statement of Work (SOW) includes providing all plant, labor, equipment, and materials required to perform planning and construction of the tasks outlined below. The contractor shall be responsible for necessary travel and services required to perform the work.
2. The contract procedures and project objective provide only general direction of what is required and does not constitute a complete explanation of the work involved. The government is relying on the contractor’s expertise in providing planning and construction that meets the intent of the task. The contractor shall work closely with designated government representative to work out details.
3. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting
Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency
Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
4. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center
Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB)
(AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
5. Contractor Manpower Reporting Application (CMRA):
a. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau (or your organization) via a secure data collection site.
b. The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year
(FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.mil.
6. Work shall comply with local, state, and federal codes and applicable ANG
Engineering Technical Letters (ETLs).
7. Materials incorporated into the work shall be new.

8. The contractor is responsible for all applicable permitting (e.g. dig permits).
9. Contractor shall provide shop drawings for all work. The Government will provide, upon request (if available), existing drawings. The Contractor shall treat these existing drawings as “For Official Use Only (FOUO)” and shall either destroy them or return them to the Government once finished. The Contractor shall examine all field conditions and take field measurements to verify all conditions prior to preparing their shop drawings.
2. CONTRACT PROCEDURES
1. This contract shall be awarded on a firm fixed price basis.
2. The government will perform a site visit to show the areas where work is to be completed and answer questions.
3. The contractor shall clean up all construction debris and remove all unused materials.
4. The contractor shall walk the site with the government project manager for a final inspection to verify all tasks are complete and that objectives were achieved.
3. PROJECT OBJECTIVE
BASE BID:
1. Provide/replace hot water heater, hot water storage tank, and corresponding expansion tank with model equivalent to the existing in size and quality. Pictures of existing are attached. Contractor is to install new di-electric unions and all subsequent industry standard connections.
2. Clean, primer, and paint the interior cinder block walls of east and west high bays of
Hangar 18 from floor to ceiling using appropriate Sherwin Williams product for wet environments in accordance with manufacturer’s recommended use and application.
All conduits, ducts and wall mounted equipment will be protected to prevent overspray and final coat will be off-white semi-gloss enamel to reflect light and brighten environment. Contractor shall plan work to have only one bay at a time and allow for two weeks between finishing work on first bay until they can start on the second to allow occupants to move equipment.
3. Replace the two smallest existing non-opening north facing windows in Room 304 with cantilever left and right opening windows with screens to match existing materials, energy efficiency rating, other coatings, and metal finish. This work will be done in the months of May through September.
4. Replace all existing tan colored sheet carpet in second floor offices of building 18 with carpet tile to match surrounding office area carpet tile (shades of grey) as close as possible. Product used will be properly fire rated and meant for commercial usage.
Replace all existing tan colored sheet carpet in hallways with ceramic tile that matches those used in connecting hallways. Contractor will provide government six boxes of unused carpet tiles and two boxes of ceramic tiles as spares at end of project to be used for spot repairs as needed.
5. Relocate small section of black metal picket flight line perimeter fencing and pedestrian gate that runs east to west and is located on the northeast corner of Hangar 18 about 4
FXSB191470 SOW (continued) feet to the north as shown on the attached sketch. This fence will be moved in small sections to allow area to be secured each day when work for the day is complete.
Optional Bid Items
4. PERIOD OF PERFORMANCE
1. The POP shall be 90 days from date of the notice to proceed for base bids items.
2. The POP will be established for each option that is awarded.

OPTION 1: Renovate flying operations desk area in Room 211 of Hangar 18.
OPTION 2: Convert Room 115 and adjacent room of Hangar 18 into a kitchen/breakroom area. Contractor will provide sink with running water and drainage with pump, small countertop with cabinets, shelf for microwave, and outlets for electrical kitchen stove along with outlet for upright refrigerator and microwave.
