About this file

This is a Restriction of Competition Memorandum for a sole-source contract award to Bioconscientia, LLC by the U.S. Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL) Biotechnology Team under the Department of the Army.

The procurement is for a new, non-personal services contract to provide research and development support in synthetic biology tools and platforms supporting environmental sustainability and national security. The contract will be firm-fixed price and funded with FY26 RDT&E funds (21*2040). The required work encompasses four primary projects and two optional projects: Project A focuses on development of synthetic cell systems for sensing physical and chemical stimuli via two-component signaling (TCS); Project B involves molecular engineering of CO2-utilizing yeast via AI-optimized Rubisco variants for austere biomanufacturing; Project C requires design and testing of engineered protein chromatography platforms for selective capture of Rare Earth Elements (REE); Project D entails development of genetically encoded conductive protein nanowires for bio-electronic sensing and energy assimilation; and Optional Projects E and F address bio-functionalized carbon quantum dot sensing platforms (including biodefense surrogates) and microbiologically induced calcite precipitation for geotechnical applications. The justification cites 41 U.S.C. 3304(a)(1) as statutory authority. Bioconscientia, LLC is identified as the sole source based on unique qualifications including specialized expertise in UV-B-responsive genetic circuits, AI-guided Rubisco variants, affinity-based separation platforms for REE recovery, and advanced bio-electronic material fabrication. A Notice of Intent to Sole Source will be published on SAM.gov to solicit competing capabilities statements. The contracting officer will determine fair and reasonable pricing through cost and price analysis techniques, including comparison to an Independent Government Estimate and historical costs for similar R&D efforts.
