ERDC Control No. 20-1991

BRAND NAME JUSTIFICATION

1. Agency/Contracting Activity: Engineer Research and Development Center – Construction and Engineering Research Laboratory (ERDC – CERL)

2. Description of Action:

Nature: New Requirement Follow-On Requirement Mod to Existing Purchase Order/Contract Number

Pricing: Firm-Fixed Price Time and Materials

Funds: OMA Other Funds:_Army RDT&E (21 2040)

3. Description of Supplies/Services:

a. The total estimated dollar value of the proposed action is

b. Two (2) adjustable power sources, Part No 360LMXT-PB manufactured by Pacific

Power Source Corporation are required.

4. Authority: FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization.)

5. Reason for Authority Cited: Market research has found that the 360LMXT-PB manufactured by Pacific Power Source is the only unit available on the market that meets ALL of the desired requirements for the research program it will be used to support. Those requirements include:

a. Output Rating Requirements:

i. Rated Output Power: 6000 VA (6 kVA) (continuous)

ii. Phase capacity: 1, 2, or 3

iii. Voltage Out: 1 phase: 0-338V L-N, 2 phase: 0-600 L-L, 3 phase: 0-338V L-N/0-

585 L-L

iv. Frequency Range: 15-5000 Hz

v. Output THD at or below 1% at 60 Hz

vi. Output ripple and noise < -72 dB

vii. Line Regulation: < 0.1% for 10% Line Change

viii. Voltage Response Time: 5 μsec typical step load change

ix. Waveforms: Sine, Square, Triangle, Clipped (THD), Arbitrary

b. Input Rating Requirements:

i. Frequency Input: 47-63 Hz

ii. Voltage Input: 3 phase 208 VAC

ERDC Control No. 20-1991

c. Output Accuracies:

i. Frequency: ±0.01% of full scale

ii. Voltage accuracy: ±0.1% (CSC mode)

iii. Phase Angle: ±0.35° accuracy, 0-359.9°, resolution 0.1°

d. Arbitrary Waveform Selection

e. Electrical Transient Programmable

f. Programmable Controller Included

g. Standard USB, LAN, RS232 & GPIB Interfaces

6. Actions to Increase Competition: Market research has found that Pacific Power sells the units desired to the Government directly as well as through a distributor network including Axiom Test Equipment and PPST Solutions. A competitive solicitation will be posted to the Beta.SAM website to encourage competition from all vendors offering Pacific Power brand products.

7. Market Research: Sources reviewed for alternative power sources meeting our requirements included GSA Advantage and Thomas Register. Through the Thomas Register, the search results yielded a power supply from Electrical Test Instruments, Inc (ETI). that partially met the requirements. While the ETI product does include the ability to simulate electrical transients, at about 650 VA, it does not meet the required power output of 6000VA. It does not offer the ability to inject electrical harmonics, adjust the output electrical frequency, or adjust the electrical waveform. It does not appear to be able to output 3-phase power (just single phase), adjust electrical phase angle, nor meet the upper voltage threshold of 600VAC. In addition, Pacific Power Source’s product generally appears to offer better accuracy which is very important to the work being performed. The power supply from Pacific Power Source is the only one that meets all of the desired requirements.

It is also noted that while Pacific Power has a GSA Federal Supply Schedule, the required item is a new product that has not been added at this time. Research of the open market found that several other vendors sell the product including Axiom Test Equipment and PPST Solutions.

The market research was conducted during the month of March 2020 by Sean Wallace and Nathan Peterson.
