About this file
This document is a Sole Source Justification for a contract to provide updates to topographic processing software for the Littoral Imaging System (LIS), a small unmanned aircraft system used by the U.S. Army Engineer Research and Development Center (ERDC) Coastal and Hydraulics Laboratory.
The total estimated value of the proposed action is under the Simplified Acquisition Threshold. ERDC is seeking to award the contract to KBR Wyle Services, LLC, the incumbent contractor who co-developed the existing HEPCAT software that provides the baseline for this requirement. Market research determined KBR Wyle Services is the only vendor with the necessary knowledge, expertise and experience to make the required software updates to accommodate new sensor data. ERDC posted a notice of intent to award sole source to KBR Wyle Services, but received no responses from other interested parties. The contract is to be awarded on a firm-fixed price basis using FY21 Operations and Maintenance, Army funds.

SOLE SOURCE JUSTIFICATION
(Simplified Acquisition Procedures under FAR Part 13 Not Exceeding $250K)
1. Agency/Contracting Activity: Engineer Research and Development Center Coastal and Hydraulics Laboratory (EDRC CHL)
2. Description of Action: Littoral Imaging System (LIS) Topography Processing Improvement
Nature: New Requirement Follow-On Requirement Mod to Existing Purchase Order/Contract Number
Pricing: Firm-Fixed Price Time and Materials
Funds: OMA Other Funds: 21x2040
3. Description of Supplies/Services:
a. The total estimated dollar value of the proposed action is .
b. Description: The Government has a requirement to procure updates to topographic processing software to accommodate ingestion of data from a different sensor payload on-board the Forward-Looking Infrared (FLIR) SkyRaider Unmanned Aircraft System (UAS) as described below.
4. Authority:
FAR 13.106-1(b) (1): Due to the Independent Government Estimate for this requirement is less than the Simplified Acquisition Threshold (SAT), contracting without providing full and open competition is authorized under 41 U.S.C. 1901, as implemented by FAR 13.106-1(b)(1)(i), Soliciting from a Single Source.
ERDC Control Number: 24-2975
5. Reason for Authority Cited: The Coastal and Hydraulics Laboratory (CHL) of the US Army Engineer Research and Development Center (ERDC) is engaged in an ongoing development of the Littoral Imaging System (LIS) to support Department of Defense (DoD) littoral operations. The LIS is a small UAS that can estimate bathymetry, topography, and Modified Surf Index (MSI). Data is processed post flight via a custom Graphical User Interface (GUI) software. This effort requires support for software previously developed, called HEPCAT. The Government received funds from the Office of Naval Research (ONR) Global Tech Solutions program to deliver a prototype LIS to the United States Marine Corps (USMC). To accomplish the delivery of the LIS to the USMC, CHL requires support to make topography processing software improvements.
ERDC will oversee this contract working with the contractor to test their software and ensure robustness and repeatability of the data products that will be integrated into LIS upon delivery to the USMC.
Centauri, LLC DBA KBR Inc (known as KBR Wyle Services, LLC under the same Unique Entity Identifier (UEI)), was the subcontractor on Agreement W912HZ209F005 and co-developed the HEPCAT software with ERDC and has the software knowledge, expertise and experience to provide this requirement.
6. Actions to Increase Competition: In accordance with FAR Part 10, market research has been conducted for this acquisition utilizing subject matter expert knowledge, historical acquisition information, review of government and commercial databases, and review of internet sources. In accordance with FAR 5.201(b)(1)(i) and 5.207(c)(15), a notice of intent to award this requirement on a single source basis to KBR Wyle Services, LLC was posted to the government wide point of entry (GPE) at www.sam.gov on 20 June 2023 under North American Industrial Classification System Code (NAICS) code 541519 (Other Computers Related Services) with a small business standard of $34M. All interested, responsible sources were informed that they could submit a capability statement demonstrating their ability to provide the requirement for consideration by the ERDC. No vendors responded to this notice with their qualifications statements. To date, no other sources have written to express interest in the acquisition.
7. Market Research: Thorough research was conducted to identify KBR Wyle Services, LLC as the only vendor capable of providing the required services. It is determined that these services be provided directly from KBR Wyle Services, LLC on a sole source basis. They are the only vendor that has the knowledge, expertise, and experience to provide these services. KBR Wyle Services, LLC developed the HEPCAT software, which is the software baseline for this requirement, and is proprietary. Due to this, only KBR Wyle Services, LLC has the capability to make the required changes to the software.
