Contracting Officer Determination Brand Name
LUCID Vision Labs SWIR Cameras
The U.S. Army Corps of Engineer (USACE), Engineer Research and Development Center (ERDC) Contracting Office (ECO) intends to make contract award pursuant to the authority of FAR 13.106, Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation, for the purposes of providing written consent and approval to award Brand Name LUCID Vision Labs SWIR Cameras.
Award a new firm-fixed priced contract, on a brand name basis to purchase LUCID Vision Atlas SWIR cameras. The ERDC has a requirement to add multispectral capabilities to unmanned ground vehicles (UGVs).
In accordance with FAR 13.106-1(b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name or industrial mobilization).
The ERDC Information Technology Laboratory (ITL) has multiple robotics and autonomous systems (RAS) projects across Military and Civil domains. For these efforts, a fleet of unmanned ground vehicles is developed, operated, and maintained by a team of researchers. As part of ongoing research efforts into site characterization and inspection of unknown, dynamic environments, multispectral cameras are required to be incorporated onto the existing UGV platforms. These platforms are currently equipped with LUCID brand Vision color cameras, it is required to use LUCID Vision’s SWIR cameras as part of the sensor stack. The current physical platform and ERDC-owned codebase incorporates LUCID Vision’s SWIR camera’s and the additional Atlas SWIR camera requires integration into this sensor stack, deviating from this brand would result in incompatible sensors and data. Therefore, LUCID Vision’s SWIR is required.
Based on the above and in accordance with FAR 13.106(b)(1)(i), it is hereby determined that Brand Name Lucid Vision Labs Atlas SWIR 1.3MP IP67 Thermal Camera is the only product that can satisfy all of the technical requirements.
