Contracting Officer Determination Brand Name

The U.S. Army Corps of Engineer (USACE), Engineer Research and Development Center (ERDC) Contracting Office (ECO) intends to make contract award pursuant to the authority of FAR 13.106, Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation, for the purposes of providing written consent and approval to award the Finite Element Software with Brand Name AlphaSTAR GENOA 3DP for use in its HPC enabled additive manufacturing program.

Award a new, firm fixed price contract for Finite Element Software with Brand Name AlphaSTAR GENOA 3DP for use in its HPC enabled additive manufacturing program. The additive manufacturing program mission goals requires use of the AlphaStar Genoa with its advance material properties which includes statistical analysis for porous polymers, as well as much in depth material cards that ERDC needs to accomplish its goals and deliverables in building large complex geometries.

In accordance with FAR 13.106-1(b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name or industrial mobilization).

The ERDC ITL has requirements to provide simulated 3D printing. This requirement will guide ITL and the ERDC into selecting the optimal toolpath or printing direction. The additive manufacturing program mission goals requires use of the AlphaStar Genoa with its advance material properties which includes statistical analysis for porous polymers, as well as much in depth material cards that ERDC needs to accomplish its goals and deliverables in building large complex geometries. AlphaSTAR’s GENOA 3DP software is the only product that can simultaneously process data for advanced material properties and the only product to provide a statistical analysis for porous polymers. The simultaneous abilities of AlphaSTAR GENOA will allow further development of statistical source codes for use and efficiencies in best printing path for projects.

Based on the above and in accordance with FAR 13.106(b)(1)(i), it is hereby determined that Brand Name AlphaSTAR GENOA 3DP is the only product that can meet the requirement, therefore, is in the best interest of the Government to procure Brand Name AlphaSTAR GENOA 3DP software.
