Justification and Approval For Other than Full and Open Competition

1. Contracting Authority: The Engineer Research and Development Center (ERDC) Contracting

Office (ECO) is located at the U.S. Army Engineer Research and Development Center (ERDC), 3909 Halls Ferry Road, Vicksburg, MS 39180-6199.

2. Description of Action: The ERDC requests award of a firm fixed price, Blanket Purchase

Agreement (BPA) with an ordering period of five years and a capacity of $400,000.00 on a sole source basis pursuant to Federal Acquisition Regulation (FAR) 13.5 in accordance with 41 U.S.C. 1901, Simplified Acquisition Procedures. This Master BPA will procure explosive units and supplies required for continued and safe operations for explosive testing.

3. Description of Supplies/Services: The Engineer Research and Development Center (ERDC), Geotechnical and Structures Lab (GSL) has a requirement for FS-17 Control Units and Firing Modules, EBW Detonators, and various high voltage cable throughout the duration of the proposed contract’s 5 year ordering period. The requested items are listed below, but items are not limited to:

Item No. Part Description Quantity

167-8676 RP83 Exploding Bridgewire (EBW) Detonators TBD 167-8917 FS-17 Control Units and Repair TBD 167-8371 FS-17 Firing Modules and Repair TBD 167-8559 Twin Lead High Voltage Cable (1,000 & 5,000 ft spool) TBD 167-2669 Type ‘C’ High Voltage Coaxile Cable (1,000 ft) TBD RP-80 Non-Bridged Head TBD

4. Authority Cited: Federal Acquisition Regulation (FAR) 13.5(a), Sole Source Acquisitions, in accordance with 41 U.S.C. 1901, Simplified Acquisition Procedures.

5. Reason for Authority Cited: FAR 13.5(a) permits the ERDC to conduct sole source acquisitions using simplified acquisition procedures for certain commercial items up to $7.5M if the need to do so is justified in writing and approved accordingly.

The Geotechnical and Structures Laboratory (GSL) supports numerous projects in the areas of explosion effects and blast loading research that fall within the mission of the ERDC. GSL researchers typically employ exploding bridge-wire (EBW) detonators as a safe, reliable means of initiating explosive detonations. EBWs are much safer to use than standard military electric blasting caps and provide the capacity to synchronize data acquisition recorders and cameras to the detonation time to within 1 microsecond, which is critically important to the capture of blast data. Teledyne RISI is the leading supplier of EBWs and the required systems used to control timing and firing of the EBWs. To enable safe and continual blast testing operations, the GSL requires a Master Blanket Purchase Agreement with Teledyne RISI that includes all critical components associated with the use of EBWs.

The specific firing equipment and repairs used for explosive testing at GSL are only available through Teledyne RISI. Existing firing modules and detonators used by the GSL are all Teledyne RISI systems and are only compatible with Teledyne RISI components. Additional supplies of EBW detonators and firing lines are needed on a recurring basis as these items are destroyed during the detonation process. In addition, existing firing system hardware components must be repaired and/or replaced periodically due to their exposure to harsh blast and field-testing environments.

6. Efforts to Obtain Competition: In accordance with FAR 5.201(b)(1)(i) and 5.207(c)(15), a notice of intent to award this requirement on a sole source basis to Teledyne RISI was posted to the government-wide point of entry (GPE), beta.sam.gov on 24 November 2020 under NAICS code 325920, Explosives Manufacturing with a Small Business Size Standard of 750 employees.

All interested, responsible sources were informed that they could submit a capability statement demonstrating their ability to provide this requirement. To date, no other sources have written to express interest in the acquisition.

7. Actions to Increase Competition: Being a research and development organization, ERDC continues and will continue to stay abreast of changing, technological developments, new products, equipment, materials, and supplies which may become available and can in the future be used to satisfy similar requirements.

8. Market Research: Market research has been conducted for this acquisition utilizing historical acquisition information, review of Government and commercial databases for relevant information and review of other internet sources. The resulting market research found that the explosive equipment and supplies required to meet the governments need is a commercial item that can only be purchased by Teledyne RISI.

9. Interested Sources: To date, no other sources have written to express an interest. In an attempt to acquire interested sources other than Teledyne RISI, information regarding this procurement was posted at the GPE, the BETA.SAM website. No responses were received from this notice.
