Limited Sources Justification

1. Contracting Activity: The United States Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) Contracting Office located at 3909 Halls Ferry Road, Vicksburg, MS 39180-6199.

2. Description of Action: Execute a new sole-source, firm fixed price GSA task order with Definitive Logic Corporation for the development of the Army’s Master Planning Modernization Pilot to digitize Area Development Planning process. The estimated amount of this order will be $495,000.00, funded by the Assistant Secretary of the Army Installation Energy and Environment (ASA (IE&E)).

3. Description of Services: The ASA (IE&E) has requested the Applied Research Planning Support Center ARPSC to measure the benefit of digitizing the Area Development Plan workflow as a means to providing installation planners the ability to develop adaptive, sustainable, and cost-effective planning for life-cycle management of vertical and horizontal installation natural and man-made assets and provide for efficient use of limited resources such as energy and water. Task 1 will include the development of a report that documents the configuration of a to-be Area Development Plan (ADP) digital workflow. Task 2 includes the customization and deployment of the ADP digital workflow to the specifications in the configuration roadmap as well as capturing the benefits and lessons learned in the ADP Business Case Analysis Report. The two tasks are estimated to take 12 months and cost approximately $495,000.00.

4. Authority Cited: Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(c) -- logical follow-on to an original Federal Supply Schedule order.

5. Reason for Authority Cited: The proposed procurement would serve the Government’s interest of economy and efficiency by reducing unnecessary delays associated with competing on the open market and duplicating costs of bringing a new vendor up to speed. In addition, this requirement is a logical follow-on to competed GSA task order W912HZ-18-F-0339.

a) Background: The US Army Engineer Research and Development Center (ERDC) is recognized worldwide as a premier research and development institution, focusing its efforts for work with the US Army and the Department of Defense, and a multitude of civilian efforts. Research and development activities address a multitude of issues to support civil works and the warfighter.

The Applied Research Planning Support Center (ARPSC) was established in the ERDC for the integration of sustainable design, natural resource engineering, and development of planning tools into a master plan that will enable timely project programming and efficient management of natural resources and energy for all of DoD.

The ARPSC aligns with the Military Engineering and Environmental Quality and Installations business areas at ERDC by evaluating the natural, spatial, and operational effects of simulated future planning decisions (demolition, construction, renovation) on a digital installation. The ADP workflows will provide installation planners the ability to develop adaptive, sustainable, and cost-effective planning for life-cycle management of infrastructure and provide for efficient use of limited resources such as energy and water. The Army is modernizing installations through opportunities with technological advances and has identified master planning as a modernization priority to improve asset portfolios, future investment, and resource management.

The objective of the Master Planning Modernization initiative is to empower Army installation and strategic planners and decision makers by enabling better informed, relevant, and efficient real-time short and long-term environmental management and real property investment decisions by developing, updating, and integrating future installation and component plans in an immersive experience of a digitized Army asset management and planning platform. To support this objective, an Area Development Plan (ADP) workflow will be developed as a master planning application to ERDC’s Virtual Testbed for Installation Mission Effectiveness (VTIME). VTIME is an Army developed platform that hosts facility data integration points to enable real-time awareness and effective decision-making. The ADP workflow will be accessed as an application of VTIME and will be developed in part by analyzing existing processes in installation master planning DoD policy and Army regulation as well as those workflows developed in the U.S. Air Force Comprehensive Planning Platform (CPP), a digital transformation of the Civil Engineering Enterprise’s planning capabilities, which has been developed under contract to Definitive Logic and support through ERDC EL.

The ADP workflow will also leverage the objectives being met in a study Definitive Logic is supporting via a contract to ERDC EL. In that contract, Definitive Logic is identifying ways and means to advance installations readiness through improved risk-based resource and investment decision making. This is being done through a comparative analysis of the Installation Status Report-Infrastructure (ISR-I) and BUILDER (a Sustainment Management System (SMS) solution) and fielding of these strengths in a Facility Investment Analytics (FIA) Solution, which is also a VTIME application. By leveraging these various unique and timely strengths possessed only by Definitive Logic, a strategic roadmap will be developed with the objective to advance the Army’s ability to digitize and accelerate the planning function, decision analytics, and automation process used by installation planners and leadership via the ADP application. The web-enabled function will facilitate input from stakeholders and the business solutions will be applied to enhance the Planning, Programming, Budgeting, and Execution (PPBE) process.

Combined, these unique capabilities possessed by Definitive Logic allow development of a timelier, more effective decision-making tool for real property asset management, and subsequent resource management activities to keep planning activities current.

b) Justification: Task order W912HZ-18-F-0339 was awarded from a competitive acquisition through the General Services Administration (GSA) for the maintenance and integration of the Comprehensive Planning Platform (CPP) for the Air Force Enterprise Planning Process. This proposed action is a logical follow-on as the ADP workflow needs to be compatible with the previous work conducted by Definitive Logic for CPP under GSA order W912HZ-18-F-0339.

Definitive Logic developed the source code for CPP, and Definitive Logic possesses the means to advance the Army’s objectives tied to this work with various strengths unique only to them.

The work Definitive Logic performed under W912HZ-18-F-0339, as well as the previous work that they performed under other ERDC contracts, uniquely positions Definitive Logic to provide the Government with significant cost savings and time efficiencies for this requirement. More specifically, this requirement calls for further development of Tasks 1, 2, 6 and 9 under the preceding requirement, W912HZ-18-F-0339. Moreover, this requirement also calls for further CPP Platform migration, which was originally initiated under W912HZ-18-F-0339, Task

5. This is only known initiative where a planning module leverages the Microsoft Azure Power of BI (“Business Intelligence”), which is the VTIME web services.

Other than Definitive Logic, there is no known vendor with the requisite capabilities for the Army ADP. Definitive Logic developed these capabilities under CPP W912HZ-18-F-0339 through working on multiple tasks, which have been multi-year efforts costing at least $6.2M.

Under conservative estimates, it would take another contractor twice as long and cost twice as much to develop a similar understanding and utility of these capabilities. Therefore, considering these factors, the Government’s interests in economy and efficiency outweigh the Government’s interests in obtaining full and open competition.

c) Impact: The to-be Area Development Plan (ADP) digital workflow is critical to the continuing efforts by ERDC to develop better processes. Moreover, it follows the Unified Facility Criteria for Installation Master Planning, a policy and directive for all of DoD. ADP node capabilities shall include work flows, analytics, and end-user visualization as informed by Army Regulation (AR) 210-20 and other real property master planning guidance e.g. UFC 2-100-01 and UFC 3- 210-01A. These regulations must be followed. By leveraging technology to reduce the time and cost of conducting master planning studies, installation planners and leadership will be able to make more-informed decisions about the future development and natural resource management of their installations, saving thousands of dollars in unnecessary annual data collections for planning studies.

d) Alternatives: Possible alternatives include: (1) use of internal personnel/expertise, (2) use of an alternative contractor, and (3) suspension of project. The ERDC does not have the internal expertise on Army PPBE process, the ability to work within the CPP to develop Area Development Plan workflow logic, or the bandwidth to train towards this expertise. All other investigators and contractors would require significant training on CPP, comparative analysis of ISR and SMS/BUILDER, and the associated fluency with VTIME. The option to suspend this project is unacceptable since substantial investments have been previously devoted to this area (over 3 years for Installations of the Future). Funding is available by the Construction Engineering Research Laboratory through the Installations of the Future Initiative. There are no other vendors who have the extensive experience with the use of the required and various Army business lines as well as understanding CPP source code. Therefore, contracting with Definitive Logic is critical to the success of this project.

6. Efforts to Obtain Competition: Competition for this action is not feasible based on information in paragraph 5, above, and the required level of expertise to support Master Planning Modernization through digitization of Area Development Planning workflow, which is follow-on work from FIA W912HZ20P0061 and CPP W912HZ-18-F-0339. Definitive Logic has the unique Business Intelligence approach for integrating CPP modules called “data driven decision framework (D3F)” focusing on objectivity while augmenting subjectivity for better decision making. The D3F approach encompasses decision quality, data quality and analytical tools, such as Tableau Qlik, and Azure.

7. Actions to Increase Competition: Due to the swift advancements applicable to research and development, ERDC must remain watchful for new and innovative technology, products, services, and capabilities that become available which could be used to satisfy or improve similar future requirements.

The Government intends to develop capability to work within the CPP. Moreover, the Government will continue to review the current literature, monitor university laboratory websites and review vendor abilities to meet this requirement in the future. The Government will also conduct appropriate acquisition planning so that any future requirements could be competed.

8. Market Research: Market research was performed principally through GSA schedules searches, internet literature searches of peer reviewed journal articles and contact with other researchers involved in application or construction of asset management technologies. Definitive Logic developed the source code for CPP and historical acquisition information indicates Definitive Logic developed the Asset Management System Assessment, which reported on risk-based decision making including the comparative analysis of ISR and SMS/BUILDER. Additional market research was conducted by reviewing vendors within the GSA Professional Services websites and past contracts capabilities. Small Businesses were reviewed and various key phrases defining the project were applied. These were “Asset Management Technologies/Solutions”, “Business Intelligence Analytics”, “Enterprise Applications”, “Integrated Real Property management systems”, and “Sustainment Management Systems (SMS) BUILDER and Army Installation Status Report (ISR) integration”. Websites for these vendors were reviewed. No other vendors were found to have experience with CPP and Army system comparison analysis to perform the requirements. Only Definitive Logic had experience with CPP as well as ISR and SMS/BUILDER.

9. Other Facts:

a) Procurement History: ERDC holds four current contracts with Definitive Logic. Task order W912HZ-18-F-0339 was awarded from a competitive acquisition through the General Services Administration (GSA) for the maintenance and integration of the Comprehensive Planning Platform (CPP) for the Air Force Enterprise Planning Process. The total price was $9,802,433.53 with a period of performance from 29 SEP 2018 to 28 SEP 2021.
