About this file

This document is a Description of Requirement (DOR) for a Continuously Tunable Pulsed Laser required by the Geospatial Research Laboratory (GRL) as part of the ELS3D project. The GRL must procure this laser, which needs to meet specific performance requirements detailed in two tables. The key requirements include a tunability range of 600 nm to 2600 nm, pulse width adjustability from 100s of femtoseconds to 300 femtoseconds, and adjustable pulse energy up to 40 microJoules at 500 KHz and peak power up to 100 MegaWatts. Technical experts at GRL will review quotes to ensure the proposed solution meets all the stated specifications. The procurement will be on a sole source basis from Coherent, Inc.

Description of Requirement (DOR):

Coherent Continuously Tunable Pulsed Laser

REQUIREMENT

The Geospatiol Research laboratory is in need of a widely tunable, pulsed laser to be used in the experimental setup as part of ELS3D project. The GRL must procure this laser so the team at GRL can use this laser in the photonics lab. This laser’s performance needs to meet certain specifications provided in the table below.

System Requirements (Table 1): Table 1, titled “Required Items,” lists the items from Coherent required for this acquisition. Table 2, titled “Laser Specifications,” lists the particular specifications required for the tunable laser.

Selection Process: Technical experts at GRL will review the quote offered to the government in response to this solicitation. To be considered, the quote must show that the product will meet and deliver all the specifications in Tables 1 and 2. Quotes that are ambiguous or are missing required information may delay award or result in no award. Selection will be based on a solution that is technically acceptable.

Equipment Warranty: As part of the quote, the vendor is requested to provide information explaining their equipment warranty and support policies to cover system problems or malfunctions inherent to the system (i.e., not caused by customer use). Equipment that fails to perform as expected may need to be returned to the vendor for inspection or troubleshooting at their expense. The government requires the vendor will warranty equipment malfunctions inherent to the system for a minimum of 12 months.

Delivery Details: For shipping, be aware that we require the complete system to be shipped to USACE ERDC GRL, ATTN: Ramesh Basnet,Room 309B, 7701 Telegraph Rd, Alexandria, VA 22315. Delivery anticipated within 14 week ARO.

Invoicing: ERDC GRL requires that the vendor electronically deliver the invoice for the entire contract to the government POCs listed in the contract after ERDC GRL has received, inspected, and accepted the equipment delivery.
