Department of the Army Justification for Exception to Fair Opportunity
Under Multiple Award Indefinite Delivery Contracts
1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI), Rock Island Arsenal, Rock Island, IL 61299-8000.
2. Description of Action: The Global Combat Support System – Army (GCSS-Army) Program Office requests a modification to its labor hour task order W52P1J-19-F-0355 with Northrop Grumman Mission Systems (NGMS) to extend the period of performance (PoP). ACC-RI will execute this action against the Computer Hardware, Enterprise Software and Solutions (CHESS) Information Technology Enterprise Solutions – 3 Services (ITES-3S) contract, and projects award for
Operations and Maintenance, Research Development Test & Evaluation, and Army Working Capital Funds. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
The requirement prior to this action was not competed under the authority of Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(C) as supported by Justification for Exception to Fair Opportunity 19-015. That justification’s paragraph 7, Actions to Increase Competition, stated:
“The Government intends to competitively award the UERP (Unified Enterprise Resource Planning) contract in December 2019, which will be a multiple award IDIQ (Indefinite Delivery Indefinite Quantity) contract. The Government intends to award the follow-on SSC sustainment augmentation efforts as a task order competition under that vehicle.”
The acquisition strategy for the Unified ERP contract changed since approval of JEFO 19-015, from award of multiple award IDIQ, to a Task Order placed against Chief Information Officer-Solutions and Partners 3. Despite the change in strategy, the Army completed the actions to increase competition by competitively awarding the UERP contract to Accenture Federal Services (AFS) in December 2019. As further described in paragraph 5, the award subsequently received multiple protests. The revised milestone for award of UERP is . Task Order W52P1J-19-F-0355 currently expires on
. This extension will allow NGMS’ staff augmentation resources to continue supporting ASSC until the award of the UERP. At that time, the staff augmentation requirement will be provided by the UERP contract.
3. Description of Services: GCSS-Army is an ERP system that supports asset control/inventory and the financial operations links into General Fund Enterprise Business System for the entire U.S. Army. GCSS-Army enables Army leaders and

6. Market Research: The UERP Request for Task Order Proposal was released on 6 June 2019 under the Chief Information Officer-Solution and Partners 3 Government-Wide Acquisition Contract. ACC-RI received four proposals. Despite the current protest, the results of the competitive RFP indicate other vendors are capable of providing these services given an adequate transition. However, for the reasons set forth in paragraph 5,
7. Actions to Increase Competition: ACC-RI anticipates no further extensions to this staff augmentation task order. Any staff augmentation requirements will be handled under the UERP.
