4. Authority Cited:

☒ 10 U.S.C. 2304c(b)(3) as implemented by FAR 16.505(b)(2)(i)(C) – The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

5. Reason for Authority Cited:

The statutory authority permitting other than full and open competition is 10 U.S.C.

2304(c). The Federal Acquisition Regulation (FAR) citation is 16.505(b)(2)(i)(C) as the services must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract. All awardees were given a fair opportunity to be considered for the original order. In order to avoid a break in service due to the length of time it will take to process the competitively-issued follow-on task order, a Bridge Contract is necessary, so that existing Administrative Support Services can continue uninterrupted.

All awardees were given a fair opportunity to be considered under the original order. The original task order was awarded on September 15, 2016. This is the first time an exception to the fair opportunity process is being used for this task order.

The current contract is W81XWH-16-D-0003-0001 and the performance period end date is March 31, 2020. An extension of the current contract is required to allow the necessary time to issue an award a competitively issued follow-on task order under the recently awarded competitive 8(a) Multiple Award – Indefinite Delivery Contracts (MA- IDC) contracts. In order to promote competition and to provide the offerors with ample time to prepare and submit quality proposals, and to allow the Government time to conduct its necessary package reviews and the critical SSEB evaluations, a Bridge Contract is necessary. What follows is the estimated milestone schedule for the competitively-issued follow-on task order:

TOPR Release SSEB Evaluation Discussions Award KO/Legal Rev Award Peer Review Award

In order to avoid a break in service due to the length of time it will take to process a competitively-issued follow-on task order, a Bridge contract must be issued. In accordance with AFARS 5106.303-1, JA-20-03-0265 is hereby issued citing the 16.505(b)(2)(i)(C) – The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract. All awardees were given a fair opportunity to be considered for the original order. A break in services would lead to catastrophic mission failure for the USAMRIID.

They would lose functionality and critical administrative support required to support the research being performed within USAMRIID. The administrative functions provide the infrastructure support required to support USAMRIID in the ability to fulfill the mission of protecting the Warfighter from biological threats and being prepared to investigate disease outbreaks or threats to public health. This contract provides USAMRIID’s Office of the Commander and the USAMRIID Directorates with essential all-inclusive administrative support. The Key Tasks covered by this contract encompass a wide arrange of objectives including but not limited to Administrative/Clerical Support, Logistical Support, Visual Information Support, Library Services Support, Military and Civilian Human Resources Support, Program and Financial Analysis Support, Program Management Analysis Support and Technology Transfer Support.

In the event a bridge for The United States Army Medical Research Institute of Infectious Disease (USAMRIID) Administrative task order is not approved, they would lose functionality and critical administrative support required to support the research being performed within USAMRIID. 6. Actions to Increase Competition:

Not applicable for this action. No competition is sought for this Bridge award as any break in service would be unacceptable. As part of the follow-on procurement replacing W81XWH-16-D-0003-0001, the requirement will be competitive among six MA-IDC 8(a) awardees. The competition among these six awardees will be in progress for the Administrative Support Services task and a definitive task order will be the result of the competition. However, in order to process this competitive follow-on task order in the appropriate manner, there is insufficient time; therefore, the existing contractor support must continue while the follow-on competitive action is being processed. While there is no effective competition for this Bridge Contract; the follow-on replacement contract will be awarded in a competitive nature maximizing competition among the MA-IDC holders.

USAMRAA is requesting approval to issue a Bridge contract extension to allow time to award the follow-on competitively-issued task order.

7. Market Research:

Market Research was conducted in FY2016 when this task order was competed among the six (6) Indefinite Delivery/Indefinite Quantity (IDIQ) vendors and the price was found fair and reasonable. The vendor will be providing the prices within the ceiling rates proposed in their base award. Additional market research was conducted for each labor category for this task order based on the IGE on March 3, 2020 utilizing the GSA labor salary calculator. All categories were found within the IGE range. During the Market Research many GSA vendors were identified that are capable of providing these labor categories. Snip shot of each labor category with pricing has been saved on the P drive and will be uploaded on VCE-PCF official file.

8. Other Facts:

Procurement History:

In addition, the FAR clause 52.217-8 “Option to Extend Services,” as contained in the task order’s award determination memorandum document, was cited as the authority for extending the existing task order W81XWH-16-D-0003-0001 for six months (29- SEPTEMBER 2019 – 31-MARCH-2020) to allow continued support while the competitive follow-on task order could be processed. Initially this was evaluated at the time of award.
