Bureau of Reclamation Eastern Colorado Area Office
Hydrological Monitoring Station Maintenance Throughout Colorado
PERFORMANCE WORK STATEMENT (PWS)
1.0 BACKGROUND
The United States Bureau of Reclamation Eastern Colorado Area Office (Reclamation), owns or supports a network of automated hydrologic monitoring stations (Network) that meets project requirements for stream flow, reservoir storage, and climate data. The Network provides
Reclamation with the information required for safe project operation, efficient water delivery, meeting operational requirements, maximizing beneficial use of water, water accounting, and fulfilling legal compliance. The Network meets Reclamation's legal obligations for measurement of stored and diverted water as defined under Colorado Revised Statutes (CRS) Sections 37-84-113 and 37-84-120.
All Network monitoring stations included within this scope of work utilize automated data acquisition and telemetry equipment for measuring, recording and transferring of environmental data. Station equipment may include weirs, flumes, stilling wells, sensors, data recorders, staff gages, electric tapes, power supplies and radio transmitters. Collectively this equipment is referred to as a data collection platform (DCP). Reclamation personnel maintains Reclamation owned stations and assures that the DCP remains compatible with Supervisory Control and Data
Acquisition (SCAD A) systems that provide the real-time data required for remote operation of the facilities.
Several stations also utilize the Geosynchronous Environmental Operational Satellite Data Collection System (GOES-DCS) to transmit data in near-real time. The GOES-DCS provides data necessary for operational modeling, planning and accounting. The GOES-DCS provides data to Reclamation through a satellite downlink located at ECAO and Reclamation's Direct Readout Ground Station in Boise, Idaho.
Independently, The State Engineer, State of Colorado Division of Water Resources (State), the agency responsible for the administration of surface water rights, developed the Satellite-Linked Water Resources Monitoring System (SMS) to collect, process, store and serve hydrologic data required for water rights administration. The SMS principally relies on GOES-DCS transmitted data to provide the needed near real-time data.
The State has determined that several Reclamation stations are Administratively Critical (See Appendix A, Table 1 ). Since GOES-DCS supports simultaneous transmission of data to multiple users, Reclamation, in collaboration with the State, installed GOES-DCS compatible integrated data recorders and radio transmitters at many Network stations.
It is possible that this PWS will expand to include additional Reclamation stations during the period of perf onnance. All stations initially identified within this scope of work are listed in appendix A, Table 1. These stations all support the Colorado-Big Thompson Project Eastern Slope operations. The Network also includes stations located within the Upper Colorado River, Blue River, Arkansas River and Roaring Fork River Basins. Reclamation may include these stations in the future as requirements or project needs change.
2.0 SCOPE
Listed stations expected to provide reliable and accurate hydrologic and climate data that meets or exceed Reclamation's data quality needs. Stations will remain fully compatible with the SMS, Reclamation Great Plains Region HYDROMET, ECAO's Hydrological Data Base, and associated SCADA system.
3.0 OBJECTIVES
This contract will provide the hydrographic service required for assuring that supported stations provide accurate and timely environmental data and maintain SMS compatibility. These support services will include both field work and office work that is typically performed in assuring reliable and quality environmental data from remote automatic data acquisition instrumentation.
Successful completion of the work will require the contractor to collaborate with Reclamation personnel. Additionally, data from the network stations included within this scope of work will be published on the State of Colorado public website and provided for no additional cost to Reclamation, project repayment authorities and the public.
Reclamation expects to receive real-time and near real-time hydrographic data suitable for supporting daily water operations and have available historical data suitable for supporting accounting and planning needs.

The QAE will determine whether the contractor has consistently satisfied the expected quality level as per the contractual requirements.
10.0 GOVERNMENT ISSUED PROPERTY
Reclamation is primarily responsible for routine and emergency maintenance of Reclamation owned stations covered under this contract. All data collection platform instrumentation shall be furnished by Reclamation for Reclamation-owned properties. Contractor shall have access to the warehouse facility that stores replacement equipment if contractor requires equipment for emergency replacement. Maintenance and replacement of non-reclamation stations supported under this contract shall be the responsibility of the contractor. The contractor may utilize Reclamation provided DCP instrumentation at these stations.
11.0 PERFORMANCE CRITERIA
The QAE will document acceptable and unacceptable purchase order performance. When the QAE considers the contractor's performance to be unsatisfactory, the QAE will report the information to the CO. The CO may require the contractor to explain, in writing, the cause of the poor performance, any corrective actions the contractor has already taken to obtain an acceptable level and any future corrective actions the contractor will utilize to prevent unacceptable performance.
The contractor's administration personnel may be required to meet with the QAE, as determined necessary, to discuss the contractor's performance, to include actual or potential problems. All parties shall make a mutual good faith effort to resolve any issues. All parties to the discussion shall review and sign written minutes of the meeting. 13.0 GOVERNMENT REMEDIES
All work shall be subject to inspection, approval, and acceptance by the Government. The Government will compare the contractor's performance to industry standards and will not exclude common sense considerations as applied by the QAE. The Contracting Officer will follow the requirements of FAR Clause 52.212-04 for the contractor's failure to correct nonconforming services. The Government will consider work incomplete when any one of the following conditions exits:
-The contractor did not perform any or all of the tasks successfully and timely.
-The contractor did not perform any or all of the deliveries successfully and timely.
If the performance of any required service is unsatisfactory, and poor performance is clearly the fault of the contractor, the Government may reduce the purchase order price to reflect the reduced value of defective services, if the Government gives the contractor a written Purchase
Order Discrepancy Report prior to executing such payment deductions.
The CO will determine the payment deduction amount by calculating the percentage of acceptable services performed by the contractor. The Government will use the total number of deficiencies found to determine the percentage found unacceptable.
