About this file
This performance work statement outlines requirements for the delivery of bulk diesel fuel to the Livingston Stone Fish Hatchery in Shasta County, California. The National Oceanic and Atmospheric Administration requires daily deliveries of up to 2,000 gallons of low-sulfur diesel fuel to power generators for a rented water chilling system. The period of performance is July 22, 2021 through January 21, 2022. Fuel must be delivered between 9:00 am and 3:00 pm on weekdays to the hatchery site. The Department of the Interior Bureau of Reclamation will award a fixed-price contract with economic price adjustment to account for fluctuating fuel costs. Delivery quantities and frequencies vary by month, with the majority of deliveries expected from August through October when water temperatures rise. Safety, documentation, security, and quality assurance requirements are also specified.

Performance Work Statement
DIESEL FUEL PURCHASE AND DELIVERY
July 1, 2021
1.0 Background
Reclamation’s Northern California Area Office (NCAO) is renting a water chiller system to provide cool water to the Livingston Stone Fish Hatchery (LSFH), located approximately 500 yards downstream of Shasta Dam, in Shasta County, CA. The chiller equipment is powered by one or more diesel generators. Diesel #2 - Low Sulfur Clear Diesel is required for generator operation.
2.0 Scope
Services include diesel fuel delivery of up to 2,000 gallons of Low Sulfur Clear Diesel #2 per day.
3.0 Objectives
Safe delivery of bulk diesel fuel to LSFH. Fuel will be delivered to diesel-powered generator tanks and/or on-site fuel storage tanks with appropriate containment.
4.0 Type of Contract
The government will award a Fixed Price contract with Economic Price Adjustment. Total price calculated including options if applicable will be evaluated for reasonableness. This pricing arrangement reduces the cost risk for the vendor due to fluctuating prices over the course of the contract.
Fuel prices fluctuate weekly if not daily. For this contract, we will use the published fuel prices found at the following link as the starting basis for the Economic Price Adjustment (EPA).
https://www.eia.gov/dnav/pet/pet_pri_gnd_a_EPD2DXL0_pte_dpgal_m.htm
To illustrate how this impacts the pricing during the performance of the contract, see following two examples:
An example of an invoice submitted with an INCREASE in EPA is as follow:
Vendor’s quoted fuel price on the contract as $4.00 per gallon (all-inclusive rate with taxes and fees), and award was made in August 2018. The Published price for Ultra Low Sulfur Diesel for Aug 2018 was $3.940, so this is the rate that will be used as the starting basis to determine the price adjustment. Vendor delivered gas in Oct 2018. The published rate for Oct 2018 was $4.086, an increase of $0.146 ($4.086 - $3.940 = $0.146). Vendor would add $0.146 to their contracted price of $4.00, and vendor would now invoice for $4.146 per gallon plus set delivery fee.
An example of an invoice submitted with a DECREASE in EPA is as follows:
https://www.eia.gov/dnav/pet/pet_pri_gnd_a_EPD2DXL0_pte_dpgal_m.htm
Vendor’s quoted fuel price on the contract is $4.00 per gallon (all-inclusive rate with taxes and fee), and award was made in August 2018. The Published price for Ultra Low Sulfur Diesel for Aug 2018 was $3.940, so this is the rate that will be used as the starting basis to determine the price adjustment. Vendor delivered gas in Dec 2018. The current published rate for Dec 2018 was $3.858, a decrease of $0.082 ($3.940 - $3.858 = $0.082).
Vendor would subtract $0.082 from their contracted price of $4.00, and vendor would now submit invoice for $3.918 per gallon plus set delivery fee.
Please note that even with EPA, there is still a contract ceiling price for this contract. For example, if the base year of contract is awarded at $4.00 per gallon (4800 gallons total for the year) with $150 delivery charge (we will need 4 deliveries), the ceiling price for the base year will be $19,800. The attached excel spreadsheet has the formulas, vendor only needs to input price per gallon and delivery costs to get total costs for each year.
5.0 Period of Performance
The period of performance shall be for 6 months: July 22, 2021 – January 21, 2022 (Subject to change)
5.1 Hours of Operations
The contractor shall deliver fuel between the hours of 9:00 a.m. to 3:00 p.m. daily throughout the performance period.
5.2 Place of Performance
Fuel shall be delivered to Livingston-Stone Fish Hatchery, located at 40o-43’-00”N, 122o-25’-32.8”W. The nearest street address is 16349 Shasta Dam Blvd, Shasta Lake, CA 96019.
5.3 Security
Contractor personnel performing work under this contract will check in at the front security gate. Notify the Contracting Officer’s Representative (COR) 48 hours prior to commencement of the first delivery.
Provide the name of the delivery truck driver, driver’s license number, the type of delivery truck, truck color, business name and the license plate number on the delivery truck. If this information will change, notify the COR 48 hours prior to the to the change taking effect.
The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. After the end of each delivery, if applicable, government facilities, equipment, and materials shall be secured.
5.4 Safety
All fuels shall be delivered in tank trucks that are Federal Highway approved for the transport of such commodities.
All trucks shall be properly grounded during the off load of fuels delivered.
Truck drivers shall wear all proper safety equipment required for the offloading of motor fuels while such operation is in progress.
Upon check-in at the security gate, the driver will be supplied with a hand held radio. When on site at the hatchery, the driver must make a radio call to the Shasta Power Plant senior operator with a notification that fuel transfer is about to commence. When fuel transfer is complete call the senior operator again and report that transfer operations are complete and the amount transferred. Return the radio to the security guard upon departure.
Truck drivers shall be responsible for the safety and wearing of proper safety equipment of all persons assisting while fuel is being off loaded.
The COR or the On-site Government Representative (OGR) shall immediately terminate any offloading procedures under this contract should any safety violations be observed. The contractor will not be entitled to any claim for damages resulting from the termination of operations due to safety hazard violations or the use of vehicles or equipment not approved for the purpose of dispensing or offloading motor fuels.
The fuel delivery location is adjacent to the Sacramento River. In the event of a fuel release into the environment, notify the COR by cellular phone and the senior operator by radio immediately. Provide the date, time, quantity released, whether the release has stopped, potential for further release and an assessment of whether the fuel from the spill is in the river or is likely to reach it. If a release of fuel in any way causes harm or threatens to cause harm to public health and safety, the environment, or property immediate notification must be made to the California Governor’s Office of Emergency Services (Cal OES) Warning Center at (800) 852-7550 or (916) 845-8911.
6.0 Delivery
Delivery frequency and amount delivered will fluctuate, depending on the demand for chilled water needed by the hatchery.
Delivery frequency. Delivery is expected to be daily while high water temperatures are released from Shasta Dam and generators are needed. Daily deliveries are likely to constitute a significant part of the performance period. Early in the performance period when water temperatures are relatively cooler, daily fuel deliveries may not be needed, and the contractor should expect to deliver fuel every other day. The COR will coordinate delivery days with the contractor.
Delivery quantity. The minimum fuel needed for any particular delivery is estimated at 500 gallons. The most fuel needed in one day is estimated at 2,000 gallons.
