BUREAU OF RECLAMATION 140R2021Q0108 INTERIOR REGION 10

PERFORMANCE WORK STATEMENT

1.0 SCOPE

1.1 OBJECTIVE

The objective of this requirement is to acquire contractor services to perform modeling analysis to refine potential Reclamation benefits from the Los Vaqueros Expansion Phase 2 (LVE2) project.

1.1.1 Contra Costa Water District (CCWD) is proposing to enlarge Los Vaqueros Reservoir from 160 thousand acre-feet (TAF) to 275 TAF to better manage water quality for its delivery area. The additional storage volume and conveyance facilities associated with the project can be leveraged to provide water supply and operational flexibility benefits for a range of potential partners. The Bureau of Reclamation (Reclamation) wants to examine multiple scenarios by expanding on analysis performed to date.

1.1.2 The modeling analysis will include simulation of operations of several ongoing projects within the Central Valley Project that will determine how additional storage volume and conveyance facilities can be leveraged to provide water supply and operational flexibility benefits.

1.2 BACKGROUND

1.2.1 Los Vaqueros Reservoir is in the Kellogg Creek watershed of Contra Costa County, California. The study area includes the Los Vaqueros Reservoir watershed and associated facilities, central and south Delta, and the service areas of potential Bay Area partner water agencies. The central and south Delta is roughly bound by the San Joaquin River on the north and the boundaries of the legal Delta to the south (as established in Section 12220 of the California Water Code). Due to the potential influence on other programs and projects, the study area also includes the CVPIA Refuges, operational areas of the Central Valley Project (CVP) and State Water Project (SWP), and the service areas of other water agencies that may be indirectly affected (for project location, service areas, and other information, please refer to https://www.usbr.gov/mp/vaqueros/docs/lve-fr-app-f-climate201801.pdf).

1.2.2 The project was first authorized within Public Law 108-361; Water Supply, Reliability, and Environmental Improvement Act, October 2004 as one of the five surface water storage studies recommended in the CALFED Bay-Delta Program (CALFED) Programmatic Environmental Impact Statement/Report (PEIS/R) and Programmatic Record of Decision (ROD) from August 2000. The project is additionally authorized as a State-led project under the Water Infrastructure Improvements for the Nation (WIIN) Act.

3.0 TASKS

TASK 1 - Develop New CalSim2 Modeling Scenarios

Use CalSim2 to model new scenarios which depict distinct options for Reclamation use of storage and conveyance associated with LVE2. The first three scenarios will focus on:

Subtask 1.1 - CVP Use of Storage Capacity in expanded Los Vaqueros Reservoir as served by CCWD conveyance

Identify CVP use of storage capacity in expanded Los Vaqueros Reservoir as served by CCWD conveyance.

Subtask 1.2 - CVP use of CCWD Conveyance Facilities

Identify CVP use of CCWD conveyance facilities in conjunction with Federal San Luis Reservoir storage.

Subtask 1.3 – Combination of Results

Combine results from Subtask 1.1 and Subtask 1.2 to maximize use of CCWD conveyance collectively with combined storage availability in LVE2 and Federal portion of San Luis Reservoir.

TASK 2 - Analyze Operations Controls

Using results of scenarios developed in Task 1, analyze operations controls to identify additional opportunities for developing Reclamation benefit.

TASK 3 – Additional CalSim2 Scenarios

Use CalSim2 to model at least 3 additional scenarios

Subtask 3.1 – CVP Re-operation with LVE2 integration

Examine the potential for fundamental CVP re-operation with LVE2 integration while verifying the benefits that have been identified in previous analysis.

Subtask 3.2 – Contribution Combinations

Merge CVP contractor contributions and CVP operational flexibility under one umbrella and determine the resulting effects, potential benefits, and consequences.

TASK 4 – Comparison of Modeling Scenario Results

Compare results of all modeled scenarios. Identify tradeoffs such as storage shifts (North of Delta vs. South of Delta) or delivery reliability (dry year vs wet year). Determine implications for Delta outflow, Jones exports, Banks exports, and SWP operations.

TASK 5 – Analysis Presentation and Coordination

Coordinate and communicate with Reclamation staff to determine specifics of scenario assumptions and analysis questions.

Subtask 5.1 – Coordination and Communication Support

The Contractor shall support Reclamation by providing ongoing coordination and communication related to scope of analysis, tasks, schedules, and related analysis tools. The Contractor shall, at the time of or prior to submitting invoices, provide Reclamation with Technical Memos describing analysis achieved upon the completion of each Task. Technical Memos shall briefly describe the strategy to approach the work related to the following task.

The Contractor shall maintain a project file that documents the process of the development the analysis and other related documentation. This shall include meeting notes as well as reports and other documents. Upon completion of the modeling analysis, or as otherwise requested by the PM during the contract performance period, the Contractor shall provide Reclamation with a complete set of the project file. The project file shall include electronic copies of all documents referenced in the Technical Memos. All electronic copies must comply with Section 508 of the Rehabilitation Act as amended in 1998, which requires all electronic documents to be accessible to people with disabilities.

The Contractor shall be responsible for participating minimally in weekly 1-hour teleconferences or in-person meetings with the Reclamation point of contact to discuss progress of analysis, critical path items, and potential problems/solutions to maintain the critical path. The Contractor shall be responsible for preparing agendas and taking notes at all meetings and providing a summary of action items within one week after the meeting date.

TASK 6 – Regulatory Criteria Flexibility (Optional)

The Contractor shall ensure that all models, as developed for storage projects being serviced by the CVP, have the flexibility to accommodate updates to regulatory criteria – anticipating evolving State Water Resources Control Board (SWRCB) and/or National Marine Fisheries Service (NMFS), U.S. Fish and Wildlife Services (FWS), and California Department of Fish and Wildlife (CDFW) perspectives.

TASK 7 – Scenario Models Combination (Optional)

The Contractor shall link LVE2 scenario models with other planning investigation analyses to identify potential for any conflicts or enhanced benefits; similarly, review Reclamation modeling efforts which may link LVE with other planning investigations.

TASK 8 – Modeling LVE2 Partner’s Demands (Optional)

The Contractor shall develop model scenarios which accommodate flexibility in representing LVE2 partner demands – potentially the result of VSA, transfers, or shifts in regulatory criteria.

TASK 9 – Port LVE Implementation into CalSim3 (Optional)

The Contractor shall port LVE2 implementation into CalSim3. CalSim3 has a much higher resolution than CalSim2, and that will require adaptation for both LVE2 conveyance representation and implementation of project partner and beneficiary operations. Deliveries of project water will need to be routed to more demand units and consider specific conveyance needs. Scenarios, which include San Luis storage, will need to accommodate its updated representation as a shared single reservoir rather than separate facilities.
