Performance Work Statement

Purchase, Delivery, Pickup & Painting Services for Compressed Cylinder Gases 4 Mar 2021 updated

1.0 Introduction: This contractor shall provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to support the Forces Command (FORSCOM) as defined in this Performance Work Statement (PWS). The services to be conducted by the contractor are to include the purchase, delivery and pick-up of compressed gas cylinders to include in-house painting services located at CARA (CBRNE Analytical and Remediation Activity), Aberdeen Proving Ground – Edgewood Area.

1.1 Background: The Compressed gas cylinders will be purchased as part of the initial gas contract and used to deliver Zero Grade and/or Pure Ultra High Purity nitrogen, helium and hydrogen gas as needed to operate analytical instrumentation such as the MINICAMS and Gas Chromatography Mass Selective Detector (GCMSD). The contractor must have trained service technicians and delivery personnel that are qualified to deliver, pickup and paint all government owned cylinders. Repairs performed by others may void warranties and negatively impact instrument performance, increase down time and extend work schedules causing unnecessary delays. All of the compressed gas cylinders that are listed are mission critical to both CONUS and OCONUS operations and to Emergency Response Missions. These new cylinders must have specific labelling that must be acquired from the original manufacturer. Personnel must be able to depend on the quality of the compressed gas and the integrity of each cylinder and the efficiency of gas delivery to the instrumentation. In the event that a mission task must stop for a lengthy period of time due to poor gas quality or cylinder malfunctions, mission results are significantly affected and failure to execute the mission could occur.

1.2 Objective: The objective of this contract is to provide yearly full-service delivery and pick up service and support and unlimited on-site visits and painting to resolve compressed gas cylinder delivery, pick up and compliance problems. The compressed gas cylinder list is below in this PWS.
