About this file
This is a Performance Work Statement (PWS) for forklift and floodlight equipment support services in Guam for Operation LUHO VI, with a performance period from September 1-28, 2026.
The contractor must deliver and maintain eight 10,000-pound all-terrain forklifts across six locations (NorthWest Field, Camp Blaz, Skaggs, Apra Harbor, and North Ramp) with deployment dates between September 1-4 and end dates between September 9-28, 2026. The contractor must provide fuel for all forklifts with expected total fuel consumption between 250-750 gallons. Additionally, the contractor must deliver 15 portable fluorescent floodlights (5 units each to Skaggs, Mason LFRTC, and NorthWest Field) capable of illuminating 50-meter by 50-meter areas with maximum 12-hour daily operations. All equipment must be delivered to specific grid coordinates and must be in good working condition with regular inspections and maintenance performed according to manufacturer schedules. The contractor is responsible for all transportation fees, maintenance costs, parts, and labor, with fuel and power costs included in pricing. If maintenance causes equipment unavailability exceeding 24 hours, replacement equipment of comparable make and model must be provided at no additional cost. The contractor must comply with local safety regulations, health protection requirements, and provide written equipment certification. The Government Representative will oversee installation and service interruptions, while the Contracting Officer is the sole authority for contract modifications. Performance standards require 100% safe equipment delivery in accordance with the PWS, with surveillance conducted through customer feedback and Contracting Officer oversight.
