About this file
This is a Memorandum to File documenting a determination that only one source is reasonably available for a FAR Part 12 acquisition under the Simplified Acquisition Threshold (SAT). The requirement is for a 4-Week Workup Training Program for 30 personnel, scheduled to run from October 7, 2026 through November 7, 2026. The training delivery will utilize the proprietary Joint Marksmanship Assessment Package (JMAP) software platform, which provides quantitative assessment and measurement through real-time biometric data, timing analysis, split-second threat identification, and decision-making diagnostics to evaluate discretionary marksmanship in high-risk, volatile scenarios.
The sole-source justification is based on restrictive intellectual property rights. Scoring Tech, a division of Scientific Tool Works/SCI Tools, exclusively owns, conceived, developed, and maintains the JMAP software, including all associated source code, analytical algorithms, and training methodologies. No authorized third-party resellers, licensors, or independent training providers have access to the underlying algorithmic framework or software architecture. The determination emphasizes that this proprietary methodology cannot be duplicated by conventional live-fire training programs and is directly supporting emerging operational requirements directed by SOUTHCOM with compressed pre-deployment training timelines. Introducing unproven alternative training syllabi or attempting to reverse-engineer compatible analytics would cause unacceptable mission delays and degrade unit effectiveness and mission readiness. The document is controlled by the Department of Navy, United States Marine Corps, and MCIEAST Resource Contracting Officer, with distribution limited to designated procurement and financial personnel.

Determination that Only One Source is Reasonably Available – FAR Part 12 Acquisitions under the SAT
V 1.6 (20 December 2023)
MEMORANDUM TO THE FILE
Subj: DETERMINATION THAT ONLY ONE SOURCE IS REASONABLY
AVAILABLE FOR A FAR PART 12 ACQUISITION UNDER THE SIMPLIFIED
ACQUISITION THRESHOLD
I. BACKGROUND:
1. FAR 12.102(a) states for acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.
2. As required by FAR 12.102(a), this document serves as the basis for the determination that only one source is reasonably available to satisfy the agency’s requirements. This determination explains the absence of competition for this acquisition, which is not expected to exceed the simplified acquisition threshold.
II. DESCRIPTION OF ITEM OR SERVICE:
This requirement encompasses the execution of a 4-Week Workup Training Program for thirty (30) personnel. Training delivery will be quantitatively informed, diagnosed, and measured through the proprietary Joint Marksmanship Assessment Package (JMAP) software platform. The period of performance for this training program will be 7 October 2026 through 7 November 2026.
III. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN
COMPETITION IS BASED ON THE FOLLOWING (select all that apply):
A. _X_ ONLY ONE RESPONSIBLE SOURCE (select all that apply):
1. _X_ RESTRICTIVE RIGHTS. The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.
The JMAP Software is proprietary intellectual property conceived, developed, and maintained exclusively by Scoring Tech (a division of Scientific Tool Works/SCI Tools). Scoring Tech holds all rights, source code, analytical algorithms, and training methodologies associated with JMAP. No authorized third-party resellers, licensors, or independent training providers have access to the underlying algorithmic framework or software architecture.
Controlled by: DON, USMC, I&L HCA Controlled by: MCIEAST RCO CUI Category(ies): PROCURE Limited Dissemination Control: DL ONLY
POC: MCIEAST RCO
Standard qualification frameworks rely on static target engagement and subjective scoring. JMAP uniquely integrates real-time biometric, timing, split-second threat identification, and decision-making diagnostics to assess discretionary marksmanship in high-risk, volatile scenarios. This methodology cannot be duplicated by conventional live-fire training programs.
This training will directly support emerging, dynamic operational requirements directed by SOUTHCOM. These operations requirements have substantially compressed standard pre-deployment training timelines. Introducing an unproven, alternative training syllabus or attempting to reverse-engineer compatible analytics would cause unacceptable mission delays, degrading unit effectiveness and mission readiness prior to deployment.
2. ___ EXCLUSIVE LICENSING AGREEMENTS. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.
3. ___ OTHER REASONS.
B. ___ BRAND NAME
Item required must be a brand name, product, or feature of a product, particular to one manufacturer.
C. ___URGENT AND COMPELLING. The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals. Urgent requirements are supplies or services that will result in a work stoppage, or are mission critical and the routine processing time would result in injury to the Government. The determination that the procurement for the above item/service is an urgent and compelling requirement is based on the following:
1. Date on which the requirement was first identified:
2. Required delivery date/period of performance:
3. Explanation of why delivery/commencement of services by the date mentioned above is required:
V. CERTIFICATIONS:
Distribution List for DL ONLY Limited Dissemination Control

• Procurement Team Personnel (to include but not limited to: Legal, Customers/Requirements Owners, Source Selection Personnel, Small Business Representatives)
