About this file
This document is a Statement of Work (SOW) for a federal contract opportunity to provide chemical assay services for saliva samples collected during cognitive science studies. The contractor will be required to conduct enzyme immunoassays (EIAs) and enzyme-linked immunosorbent assays (ELISAs) to measure cortisol and alpha-amylase levels in up to 400-500 unique saliva samples. The work must be performed in-house by the contractor without subcontracting or outsourcing. The period of performance is 12 months with an option to extend for an additional 12 months. No travel is required, and no security clearance is needed. The contractor must have demonstrated experience in ELISA and EIA methods and quality assurance practices. The government will provide the saliva samples and cover shipping costs. The contractor will deliver a written report of the assay results within 60 days of task completion. The work will be performed at the contractor's facility.
The related federal contract opportunity is a 100% small business set-aside solicitation (W911QY24R0020) issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground to obtain these saliva analysis services.

Statement of Work
1. Background: DEVCOM Soldier Center requires technical and theoretical expertise to support ongoing internal research on nutritional and behavioral mitigation strategies for cognitive performance decrements associated with stress. Specifically, support is required for conducting assays on saliva samples collected during cognitive science studies using salivabio oral swab method. These assays shall include but not be limited to: Cortisol and Alpha- Amylase.
2. Requirements: The Contractor shall conduct chemical assays of saliva samples collected via salivabio oral swab method.
a. General Requirements. The contractor's primary focus shall be to conduct assays for saliva samples collected during cognitive science studies.
b. Specific Requirements: The contractor shall:
(1) For Cortisol, Alpha-Amylase, conduct predetermined enzyme immunoassays (EIAs or ELISA) on the provided saliva samples by salivabio oral swab method.
(a) Cortisol shall be measured using EIA (enzyme immunoassay) method with a sensitivity of < 0.007 μg/dL.
(b) Alpha-amylase shall be measured using ELISA (enzyme-linked immunosorbent assay) method with a sensitivity of < 0.4 U/mL.
(2) Conduct cortisol and alpha amylase assays on up to 400 unique saliva samples.
(3) Conduct cortisol assays for up to 500 unique saliva samples.
(4) Ensure that all applicable Human Research Institutional Review Board requirements of both the Government and the contractor’s institution are met.
(5) Work with Technical POCs Christina Caruso and Jennifer Rourke.
(6) Provide evidence of their in-house laboratory capabilities to perform all required testing and analysis without sub-contracting or outsourcing any portion of the work.
3. Period of Performance: The Base Period’s estimated period of performance is twelve (12) months from date of contract award, with one (1) option each for an additional twelve-month period subject to the availability of funding. Total contract period of performance of twenty four
(24) months.
4. Travel: No travel is anticipated under this contract
5. Security: A security clearance is not required for this work.
6. Personal Qualifications: The contractor shall have demonstrated experience and understanding of the methods of both ELISA (enzyme-linked immunosorbent) and EIA (enzyme immunoassay). And exhibited maintenance of acceptable quality assurance practices and validation practices.
7. Government Furnished Equipment/Information/Computer Utilization: The Government shall have prepared saliva test samples for analysis delivered to the contractor. The Government will use their own shipping supplies and send overnight shipping to the contractor’s place of performance.
8. Other Direct Costs (ODCs): The Government does not anticipate ODCs.
9. Deliverables: The contractor shall provide a written report containing the results of the assay testing within sixty (60) days of completion of a requested task in accordance with the Contract Data Requirements List, DD Form 1423-1.
10. Place of Performance: The primary place of performance for this work will be at the contractor’s facility.
11. Invoicing: The Contractor shall bill at the completion of the testing.
