Introduction Mission:

Provide Technical Expertise, State-of-the-Art Facilities, and Capabilities to Plan, Execute, and Report the Test Results on Aviation, Aviation Systems, Missiles, and Sensors at all levels (component, subsystem, system, system of systems).

Background: The U.S. Army Redstone Test Center (RTC) has three service contracts with which it performs its mission. The Aviation Maintenance Support Services (AMSS) contract provides the maintenance of RTC aircraft. The RTC Directorate Support Services (RDSS) provides the test center staff and other indirect support. And the Redstone Test Center Wide Engineering Support Services (RWESS) contract provides direct testing and engineering services. The subject of this industry day is the Redstone Test Engineering Services (RTES), the follow-on contract for RWESS which is due to expire in June of 2022.

Goals of the RTES Contract Ensure the winning Small Business contractor is prepared for: $142M/year in costs and have the cash flow ability even in unexpected events like snow days shutdown, WAWF hold up on payments, COVID-19 issues; 640-700 person workforce with an average 60 person/ year turnover; average of $53M/ year in purchases/travel.

Government and Contractor partner to ensure cost control and minimal cost growth over the life of the contract Government interface with only the Prime for the contract Minimize Administrative, Overhead and Management Costs Hire, grow, and retain a talented test and engineering workforce in a very competitive market Flexibility in use of and movement of the workforce across all of RTC Safety, Quality and Process Improvement standardization across the Center Keep the Government and Contractor keenly aware of contract performance through the use of metrics and make metrics based corrections to meet the goals

Anticipated RTES Acquisition Approach Cost Plus Fixed Fee (CPFF) Single Award IDIQ NAICS – 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) Except Aircraft, Aircraft Engine and Engine Parts (Small Business size standard1500 employees) Approximate Value of Contract: $990M Up to 7 year Period of Performance (PoP) Estimated 9,000,000 labor hours over the PoP Transition Phase in and out: 60 days each Ordering Period is 5 years Material: $364,050,000 over the PoP Market research indicates RTES will be Small Business set aside

RTES Contract Specifics PWS substantially the same as RWESS All Contract Management provided by the Prime Subcontractors shall not charge the contract for management RTES like RWESS is a Center wide contract Subcontractors should not be organized along directorate boundaries All material purchases will be made by the Prime Subcontractors should not charge for purchasing labor on RTES Prime must have a DCMA approved purchasing system Prime must have a DCAA approved accounting system

RTES Contract Specifics RTC is 100% reimbursable and gets no institutional funds for the contract RTC has customers that can seek test support elsewhere when costs become too high or support is not timely As a result, it is anticipated that the proposal must address:

How the contractor will manage and show that they are operating an efficient, cost effective, and flexible contract.

How the offeror plans to manage personnel to include recruiting, training/cross training, and retaining an excellent workforce.

The offeror shall provide metrics to monitor contract trends and performance.

RTES Proposed Major Milestones

Draft RFP may be released in the 2nd quarter 2021 RFP may be released in the 4th quarter of 2021 Contract award is planned for 2nd quarter 2022
