The United States Marine Corps requires a contractor to provide roll-on/roll-off barge transportation for military equipment between Naha Military Port and Ie Shima Port, with a minimum of 400 square meters of deck space. The contract involves eight total round-trip movements divided into deployment (3-7 September 2025) and redeployment (27-30 September 2025) phases, with the contractor responsible for material handling support capable of lifting up to 10,000 pounds at Ie Shima Port.

The PWS specifies detailed requirements for the contractor, including meeting host country regulations, ensuring safe equipment transportation, scheduling with port authorities, and maintaining equipment and safety standards. The contractor must provide all necessary identification for base access and coordinate closely with multiple stakeholders, including the Okinawa Defense Bureau and Naha Military Port representatives. Performance will be evaluated on transportation safety, management effectiveness, and scheduling compliance, with potential incentives for positive performance and penalties for unsatisfactory execution.

NOTE* This list is not exhaustive and only represents a sample of the most likely items to be transported via barge. The USG reserves the right to transport other military equipment that safely fits on contracted barges that are not listed in this PWS.

3.0.2 USG will not exceed the above listed dimensions without the Contractor's approval prior to embarkation.

3.1 Specific Tasks. The Contractor shall be responsible for coordinating schedule requirements with port authorities upon notification of movement requirements by the Government, in accordance with this PWS. All additional movement requirements will be scheduled and managed by the Contractor. The Contractor shall provide material handling support at Ie Shima Port with the capability to lift up to 10,000 pounds (4,535 kilograms) and safely maneuver on and off the barge.

Barge transportation movements and material handling support are described as follows:

3.1.1 Overview of Movements. Includes (8) total round trip movements between Naha Military Port and Ie Shima Port. These (8) round trip movements will be utilized in two phases: Deployment and Redeployment. These movements are expected to begin in the morning on each movement day, pending final coordination between port authorities, Contractor, USG technical representative, and weather/sea state permitting.

• During the Deployment phase, the USG is expecting to complete up to (4) roundtrip deployment movements via barge between 3 to 7 September 2025. The round-trip movements include (4) trips from Naha Military Port to Ie Village Port and (4) trips from Ie Village Port to Naha Military Port.

• During the Redeployment phase, planned between 27-30 September 2025, USG is expecting (4) roundtrip redeployment movements via barge which include (4) trips from Naha Military Port to Ie Village Port and (4) trips from Ie Village Port to Naha Military Port.

3.1.2 Material Handling Support. The Contractor shall provide material handling support at Ie Shima Port with the capability to lift up to 10,000 pounds (4,535 kilograms) and safely maneuver on and off the barge. Material handling equipment shall be Contractor operated.

3.2 Management. Contractor is required to coordinate with the USG technical representative, Ie Village Port Management, Okinawa Defense Bureau, and Naha Military Port. This requirement will go concurrently with other projects on Ie Island, and the USG anticipates a need for the Contractor to deconflict any scheduling issues with competing priorities at the Ie Shima Port. The Contractor is required to manage scheduling, resolve scheduling conflicts, and reschedule barge movements by coordinating with all stakeholders throughout the period of performance. The Contractor shall provide a single point of contact (POC) that is responsible for coordination with USG.

3.2.1 Port Authorities. The established ports of embarkation/debarkation are Naha Military Port and Ie Shima Port. The USG will be embarking and debarking military equipment from both ports during the duration of the period of performance for this contract. The USG does not control the at sea routes. The Contractor must coordinate movement details with the appropriate port authorities listed in paragraph 7.2 after receiving movement requests from the USG. The USG does not have the authority to direct an established route. The Contractor must work with the port authorities to establish at sea routes and control port dwell times.

3.3 Scheduling. The Contractor shall schedule barge movements effectively and support changes to schedule following weather and USG proposed changes. Transit between the SPOE and SPOD is highly susceptible to delays caused by weather. The Contractor shall coordinate for an adjusted barge schedule when directed by the USG technical representative within up to 72 hours. The Contractor shall send a reminder email 48 hours before each scheduled movement to all stakeholders to re-confirm the barge schedule. Coordination calls shall be conducted with personnel listed in paragraph 7.2 of this PWS.

3.3.1 Contractor proposed changes to schedule. All proposed changes to schedule shall be coordinated with the USG immediately and an amended delivery schedule will be sent to the USG technical representative by the Contractor in writing documenting bilateral concurrence for each change to schedule within 72 hours of notification.

3.3.2 USG proposed changes to schedule. The USG technical representative will notify Contractor to reschedule movements for USG convenience in writing within (72) hours prior to scheduled movement. The Contractor shall respond to the adjusted delivery schedule in writing. If Contractor disagrees with the schedule change, the USG technical representative will provide alternate means for delivery to maintain the original schedule, or the Contracting Officer will be notified to seek a resolution.

3.3.3 Weather Delays. Delivery shall be postponed due to typhoon or weather conditions that suspend barge or ferry transportation. Contractor shall reschedule delivery once barge/ferry transportation is operational and provide the updated barge movement schedule within 72 hours.

3.3.3.1 Typhoon Conditions. Japan-based military installations close when Tropical Cyclone Condition of Readiness 1C (TCCOR 1C or TC-1C) is declared by Military Weather Station authorities. The Contractor shall depart military bases, remain indoors, and monitor radio/television to determine when the TCCOR changes to TCCOR SW (Storm Watch) or TCCOR AC (All Clear). When TCCOR SW is declared by Military Weather Station authorities, the Contractor shall restart the service within 2 hours. If that occurs after normal business hours, services shall begin the next normal workday at 7:30am.

3.3.4 Holidays. The Contractor may be required to work during local and/or United States holiday periods.
